This year, several high schools in the district achieved record-high Gaokao results, while significant progress has been made in expanding access to quality educational resources close to home. During the 15th Five-Year Plan period, Huangpu District will continue to fully implement the Party’s education policies. Leveraging its strategic positioning as a core engine of the Guangdong-Hong Kong-Macao Greater Bay Area and a global hub for intelligent manufacturing, the district will focus on expanding and improving high-quality education, promoting systematic advancement, empowering education through digital intelligence, and fostering integrated innovation. It will deepen comprehensive education reform and strive to further enhance the “Learning in Huangpu” brand.

Deepening coordinated education across the entire community is essential to fulfilling the fundamental task of fostering virtue through education. Huangpu District will continue implementing initiatives for fostering virtue and nurturing talent in the new era, further promote holistic education, and strengthen physical education, aesthetic education, and labor education in a balanced manner. The district will deepen the integration of sports and education and advance the development of healthy schools. Meanwhile, it will vigorously promote the educator spirit, cultivate a high-quality teaching workforce, and advance the development of integrated education communities across the district. These efforts will create a comprehensive education ecosystem in which schools, families, and society work together, and where learning is connected across classrooms and campuses, online and offline environments.

In terms of resource allocation, Huangpu District will systematically optimize education resources across the district in response to continued population growth and increasing demand for industrial talent. In basic education, the district will promote the inclusive and high-quality development of preschool education and balanced access to high-quality compulsory education. It will improve education resource allocation mechanisms aligned with demographic changes, expand enrollment capacity in junior and senior high schools, and enhance regional education quality through group-based school development. In vocational education, the district will closely align education with leading industries and work with leading enterprises to build industry-education talent development communities, providing a targeted pipeline of highly skilled technical talent. In lifelong education, the district will continue improving community education and senior education facilities, opening online education platforms, enriching accessible digital education resources, and building a modern education supply system that covers all age groups and meets diverse family needs.

Notably, Huangpu District will leverage four national-level innovation platforms in science education, digital education, curriculum reform, and China-foreign people-to-people exchanges to drive comprehensive modernization of education through digital-intelligent integration. The district will focus on advancing the development of the “National Experimental Zone for Science Education in Primary and Secondary Schools,” connecting research institutes and sci-tech enterprises to build an integrated science and innovation education chain from primary to secondary schools. It will further develop the “Huangpu Innovation Zone for Digital Education” by using digital technologies to reshape the entire process of teaching, governance, and evaluation. It will deepen the development of the “Experimental Zone for Basic Education Curriculum Reform” and continuously improve school-based curriculum systems. It will also advance the development of the “Huangpu Education Innovation Zone for China-Foreign People-to-People Exchanges,” further enhancing the openness and internationalization of education. Through coordinated efforts, the four platforms will inject strong momentum into the high-quality development of education in Huangpu.
