One-Year Pilot of "Two-Certificate Integration" in Guangzhou Facilitates Customs Clearance for RMB 38.1 Billion in Imported Motor Vehicles

According to Huangpu Customs, in the year since the pilot reform integrating the Certificate of Importation of Goods (Motor Vehicles, Motorcycles) and the Inspection Certificate Accompanying Imported Motor Vehicles was launched, Xinsha Customs—a subsidiary of Huangpu Customs—has issued nearly 132,000 new unified vehicle certificates. These cover imported motor vehicles valued at RMB 38.1 billion. The reform benefits all automobile importers operating through Huangpu Port. Since the beginning of this year, Huangpu Port has ranked second nationwide among all ports in the volume of imported complete vehicles.
Prior to the reform, enterprises were required to submit two separate applications and obtain two distinct documents to complete vehicle market access and registration. Under the new scheme, only a single application is needed. Customs issues a unified certificate for vehicles that have cleared customs and passed inspection. This new document incorporates all the core functions and legal validity of the original two, and can be used directly for vehicle registration with public security traffic control authorities, achieving "single-document processing and full-process acceleration."
Following the implementation of the "Two-Certificate Integration" reform, Xinsha Customs has streamlined its internal review procedures. The entire workflow—from receiving and verifying electronic port data, drafting documents, and generating VINs, to printing, stamping, and issuing certificates—can now be completed within half a working day. Enterprises can finish the entire certification process with just one application. Currently, Xinsha Customs issues an average of nearly 700 new certificates per working day, with circulation steps reduced by more than 50%.
