Guangzhou's Huangpu to Build 15-Minute Reading Circles, Aiming for 100% Coverage of Reading Spaces Within Three Years

On April 23, the inaugural event of the 2026 "AI Reading, Loving Huangpu" Guangzhou Development District and Huangpu District Public Reading and Copyright Protection Series officially kicked off. Centered around the core philosophy of "Empowering Reading with AI, Infusing Huangpu with a Literary Atmosphere," the event aims to elevate public reading from "foundational popularization" to a "quality leap," making reading a lifestyle for Huangpu residents and a cultural icon for the city.
At the launch ceremony, Huangpu District officially unveiled the Three-Year Action Plan for Upgrading the Quality of Public Reading (2026-2028) and debuted the Huangpu Reading Map.

According to the Three-Year Action Plan, Huangpu District will strive to build a comprehensive, convenient, and efficient modern smart reading service system. It will create a "15-minute reading circle" and foster reading brands such as "Scholarly Huangpu," "Quality Reading in Huangpu," and "Reading for All Huangpu Families." Additionally, it will establish a four-tier reading network comprising "main libraries, branch libraries, specialty reading rooms, and digital terminals" to develop a "City of Smart Libraries." By focusing on providing tailored services for all age groups, the district aims to achieve 100% coverage of reading spaces across the region.
The Huangpu Reading Map visually connects over 300 reading spaces throughout the district, serving as a practical guide to bridging the "last mile" of reading services.
An official from Huangpu District stated that the district will use the Three-Year Action Plan as a key driver to leverage AI technology, upgrade its smart reading service platform, and optimize its network of reading facilities. Furthermore, it will deepen the diversified integration of the "Reading+" model and further enhance the city's cultural brand of "AI Reading, Loving Huangpu."
