Backing 60,000 Private Enterprises! Guangzhou Huangpu Launches the "Heart-Link Initiative" on April 8

In April, as spring unfolds, a powerful wave of momentum is surging across the Huangpu District in Guangzhou, driving the development of the private economy. Standing at a new starting point for the 15th Five-Year Plan, the Guangzhou Development District and Huangpu District—China’s first national demonstration zone for the innovative concept that "small and medium-sized enterprises can accomplish great things"—have once again sounded the bugle call for the high-quality development of the private sector.
On the afternoon of April 8, the launch ceremony for the Huangpu District "Heart-Link Initiative" to promote the high-quality development of the private economy, along with a Spring Reception themed "Pooling Strength for Development, Advancing Quality and Efficiency for the Future," was held at the Guangzhou International Bio Island.
At the event, the "Heart-Link Initiative" was officially unveiled. Designed as a highly valuable "service gift package," the initiative centers on fostering "new quality productive forces" and establishes an integrated, five-in-one service system spanning "government, industry, finance, services, and application."

Key highlights: This system includes 5 major tasks, 17 key action items, and 49 specific measures. Through targeted initiatives such as the advisory chain, growth chain, service chain, and global expansion chain, it aims to clear the "pain points" and "bottlenecks" hindering Huangpu's private economy, fully activating the innovative vitality of nearly 60,000 private enterprises in the district. Shifting from merely "providing policies" to "providing an ecosystem," Huangpu District is demonstrating its utmost sincerity in comprehensively escorting the development of private businesses.
The Spring Reception also featured a special exhibition area showcasing achievements in the high-quality development of the private economy. Bringing together cutting-edge breakthroughs from outstanding local enterprises in fields such as intelligent manufacturing, biomedicine, semiconductors, and the broader healthcare sector, the exhibition served as a grand showcase of "Huangpu Intelligent Manufacturing."
The dazzling array of hardcore technological products on display vividly demonstrated the robust innovation capabilities of Huangpu’s private enterprises. Highlights included EHang’s passenger-carrying UAV—the world’s first to obtain "four certificates" for airworthiness and commercial operation; Xiangxue Pharmaceutical’s TCR-T tumor immunotherapy technology and stem cell products; advanced wafers from CanSemi; and a variety of smart terminals and intelligent emergency security equipment from Lingdu Intelligence and Jiechuang Intelligence.
In addition, the event premiered an original song titled Huangpu Yunfan (The Cloud Sail of Huangpu), inspired by one of the "New Eight Scenic Views of Guangzhou." Drawing on the cultural heritage of the Nanhai God Temple and the Maritime Silk Road, the song blends Huangpu’s thousand-year historical depth with the dynamic, modern spirit of government-enterprise collaboration. Using melody to forge consensus, it sounds a powerful call for the private economy to set sail on a new journey.
"Uniting hearts to build chains, and leveraging chains to boost enterprises." On this new journey, the official launch of the "Heart-Link Initiative" serves as a crucial move by the Guangzhou Development District and Huangpu District to optimize the business environment and boost market confidence. Taking this Spring Reception as an opportunity, Huangpu will intensify its efforts to support private enterprises in growing larger, better, and stronger, driving the private economy to achieve stellar new records and write a new chapter during the 15th Five-Year Plan period.
