Huangpu, Guangzhou: Building a "Dream Factory" for Digital-Intelligent Production

Recently, the 15th China International New Media Short Film Festival opened in Shenzhen. As one of the key sub-projects under a Ministry-Province Cooperation Memorandum, the "Smart Audiovisual" (Digital-Intelligent Production · Huangpu) Cloud Industrial Park (hereinafter referred to as the "Huangpu Digital-Intelligent Production Cloud Industrial Park") was officially launched.

Spearheaded by Guangzhou’s Huangpu District, the project leverages the region’s strengths in artificial intelligence and high-end manufacturing. By focusing on enhancing capabilities across the entire digital-intelligent production chain, it aims to establish a national industry benchmark and serve as a crucial hub for the Guangdong-Hong Kong-Macao Greater Bay Area's (GBA) cultural exports to "go global."

The "Smart Audiovisual" (Digital-Intelligent Production · Huangpu) Cloud Industrial Park is officially launched

Aligned with Guangzhou’s "Smart Audiovisual" Cloud Industrial Park deployment, the Huangpu park adopts a two-tier structure of "one core platform + specialized sub-parks." Anchored by the Kelinghui GBA Cultural Export Base, it connects with featured parks such as M-Base Mifang, Shantao Cultural Export Base, and Qidian Linghang AI Animation & Drama Industry Base. Together, they form a complete industrial ecosystem covering technology R&D, equipment manufacturing, content creation, scenario application, copyright protection, and overseas monetization.

As the core platform of the industrial park, the Kelinghui · GBA (Huangpu) Cultural Export Base is funded and constructed by Guangzhou Huangpu Lvmei Industrial Development Co., Ltd. (a subsidiary of the district-owned state enterprise, Science City (Guangzhou) Investment Group Co., Ltd.). Nestled at the foot of Lingtou Mountain with a beautiful ecological environment, the project covers a total area of over 200,000 square meters and is being developed in three phases.

Phase I, occupying approximately 30,000 square meters with a total floor area of 100,000 square meters, is already operational. Phase II, covering 31,000 square meters, will feature a 3,000-square-meter VP (Virtual Production) studio and a 1,500-square-meter XR (Extended Reality) virtual filming studio, supporting blockbuster-level visual effects and the "one-click generation" of finely rendered short videos. Phase III is slated for integrated film, television, and cultural tourism projects.

Furthermore, the M-Base Mifang · GBA (Huangpu) Film & Television Cultural Export Industrial Park has established Huangpu District's first micro-drama filming base and industrial space. Spanning over 4,000 square meters with more than 30 built-in sets, it can meet almost all filming requirements for modern-themed micro-dramas. The Shantao Cultural Export Base focuses on the Southeast Asian market, providing localized content distribution services. The Qidian Linghang AI Animation & Drama Industry Base hones in on the "AI + Animation/Drama" vertical, creating a one-stop AIGC (AI-Generated Content) production closed loop—from intelligent script generation and dynamic storyboard creation to audio-video synthesis.

To cultivate a new ecosystem for audiovisual applications, the Huangpu Digital-Intelligent Production Cloud Industrial Park will rely on these specialized platforms to prioritize AI-centric audiovisual content creation. By forging a one-stop AIGC production closed loop, it empowers the rapid growth of new formats like micro-dramas, film and TV visual effects, and interactive video games. Concurrently, it will bolster cultural export services by linking international platforms with overseas resources, building a comprehensive service system from localized production to global distribution.
