Guangzhou Daily: Huangpu District Selected for the First Batch of the Region-Wide Happy Rivers and Lakes Construction List

To thoroughly implement the spirit of the Order on Comprehensively Promoting the Construction of Happy Rivers and Lakes (2025 Order No. 1 of the General River Chief) and to effectively execute the construction of Happy Rivers and Lakes—one of Guangdong Province's top ten livelihood projects for 2026—the Guangdong Provincial River Chief's Office recently announced the first batch of the region-wide Happy Rivers and Lakes construction list. The list includes 16 counties (cities, districts, and towns), with Guangzhou's Huangpu District successfully selected.

A relevant official from the Provincial River Chief's Office stated that the region-wide construction of Happy Rivers and Lakes aims to address weaknesses in river and lake governance and maintenance. It seeks to comprehensively enhance the health and overall appearance of these water bodies, continuously upgrade the quality of waterfront spaces, and use water as a unifying thread to connect unique regional resources. The ultimate goal is to achieve a harmonious coexistence between humanity and water—characterized by developed production, affluent living, and a sound ecology—thereby effectively promoting the high-quality development of county economies and continuously boosting the public's sense of fulfillment, happiness, and security.

According to the work plan, the region-wide construction of Happy Rivers and Lakes will adhere to the principle of "integrating vertical and horizontal management and advancing in a coordinated manner." The targets of this construction must encompass at least 80% of the rivers and lakes listed in the county-level administrative division's registry.
