From "Crayfish" to "Lobster": Huangpu Embraces AI Agents to Power Manufacturing

Recently, Guangzhou Development District and Huangpu District hosted an "AI Agents for Manufacturing and OpenClaw Application Forum." The venue was packed, with attendees even standing in the aisles, reflecting the strong interest and lively atmosphere. AI experts, representatives from the three major telecom operators, business leaders, and industry professionals gathered to share knowledge on AI agent development, analyze real-world cases, and build a platform for collaboration.
Subsidies and Computing Power: Turning Support into Real Action
"We must not only 'raise' the 'small crayfish' of OpenClaw well, but also cultivate the 'big lobster' of AI agents, enabling more AI products to take root and flourish in Huangpu and form benchmark cases of our own," said an official from the Huangpu District Bureau of Industry and Information Technology. He noted that the district will focus on four key initiatives.
Providing substantial financial support. Huangpu District will offer direct subsidies and policy incentives for enterprises deploying AI agents, carrying out digital transformation, and developing application scenarios. It will also make full use of "computing power vouchers" to reduce costs, ensuring AI technologies are accessible and deliver real value for businesses.
Taking the Lead with Demonstration Models
Setting up demonstration models. Centered on provincial-level AI industrial parks, Huangpu will take the lead in building "AI agent demonstration factories, production lines, and industrial parks" in key industries and enterprises. It will also regularly release a list of "AI + Manufacturing" application scenarios, enabling companies to see, learn from, and replicate successful examples.
Bringing Support Directly to Enterprises
Delivering on-site support services. In collaboration with technical teams, Huangpu will provide enterprises with free diagnostics, training, and deployment guidance, offering one-on-one support throughout the process to help overcome technical barriers.
Building an Ecosystem Safety Net
Strengthening ecosystem support. The district will coordinate resources including computing power, data, security, and operations, leverage the "Bay Area Smart City" platform, and strategically expand computing capacity. It will also enhance data and algorithm security to ensure stable operations and reliable production, allowing enterprises to adopt AI with confidence and without concerns.

Huangpu's AI Industry Surpasses RMB 700 Billion Yuan in Scale
As a major manufacturing district, Guangzhou Development District and Huangpu District have consistently taken artificial intelligence as a key driver of new industrialization, striving to build a demonstration hub for "Smart Manufacturing + AI." The district is now home to more than 420 core AI enterprises, with industry scale exceeding RMB 700 billion yuan, forming a complete industrial ecosystem covering computing power, algorithms, data, and applications.
In terms of computing power, the district has accelerated the development of large-scale intelligent computing centers such as the "Huangpu No. 1" computing cluster, with total intelligent computing capacity exceeding 12,000 PFLOPS. Leading enterprises including Loongson, Phytium, and GRG Wuzhou have established a presence here, providing a solid foundation for AI implementation.
In terms of algorithm innovation, the district has incubated more than 50 industry-specific models, including China Southern Power Grid's "Big Watt" power large model and PCITECH's "Zhixing" (Knowledge-in-Action) Transportation model. Twelve large models have received national-level registration, while more than 50 algorithms have completed national-level filings, ranking among the top in the city.
In terms of application scenarios, the district has released 133 "AI + New Industrialization" application scenarios covering 15 major fields such as intelligent manufacturing and smart transportation. Nine enterprises have been selected for Guangdong Province's list of typical "Robotics+" application scenario cases, accounting for 37.5% of the province's total.
"Huangpu District will continue to be the strongest and most steadfast support for enterprises. Together with businesses, we will leverage AI to revitalize manufacturing, create new value, and make factories more efficient, more profitable, and more competitive," said an official from the district's Bureau of Industry and Information Technology, drawing warm applause.
At the event, participants also engaged in in-depth discussions on how AI agents can empower high-quality development in manufacturing, as well as on the application of OpenClaw technology and the transformation needs of the manufacturing sector.
