TÜV Rheinland Greater China, an international independent third-party testing, inspection, and certification organization, recently signed a formal project cooperation agreement with the People’s Government of Huangpu District, Guangzhou, announcing its investment to build the TÜV Rheinland Greater Bay Area (Guangdong) Operation Center in the Guangzhou Development District.
With a total investment of approximately 150 million yuan and a planned construction area of around 20,000 square meters, the project aims to establish a one-stop technical service platform comprising testing and certification services, an R&D center, and a competence center. The facility will feature comprehensive testing laboratories covering a wide array of sectors, including new energy and intelligent connected vehicle components, robotics and smart commercial equipment, smart home appliances, lighting, light industry machinery, low-altitude aircraft, new materials, and electronic components. Furthermore, the center will upgrade management system auditing, supply chain quality, and sustainable development assessment services, while establishing a professional training center to support low-carbon sustainability and the industrial upgrade of intelligent manufacturing. Once completed, the project is poised to provide the strategic emerging industries of the Guangdong-Hong Kong-Macao Greater Bay Area with a full chain of internationally recognized services—ranging from inspection, testing, and certification to assessment, consulting, and training—thereby enhancing the global competitiveness of local enterprises and accelerating the internationalization of industrial technical standards.
Notably, scientific innovation alongside inspection and testing represent unique strengths of Huangpu’s producer services sector. The district is currently home to 252 testing and certification institutions, including eight of the world’s top ten agencies. With testing-related revenue accounting for 43.5% of the provincial total, Huangpu District plans to accelerate the penetration of testing and certification services into the entire manufacturing chain. By using inspection to boost manufacturing and manufacturing to strengthen inspection, Huangpu will ultimately help Chinese standards and products reach the global stage.
