Low-Altitude Economy Enters Public Life: Guangzhou Huangpu's First Flight Campsite Opens for Use

On February 24, the first workday after the Year of the Horse Spring Festival, the Huitian Flight Campsite (Jiulong Lake Flight Campsite), located in Jiulong Lake Park in Huangpu District, Guangzhou, officially opened for use. This is also Huitian's first flight campsite in the country. At the scene, the Huitian "Land Aircraft Carrier" flying car slowly took off. This aircraft, produced by the Huitian Flying Car Plant also located in Huangpu, Guangzhou, helps build a full-chain system of "Huangpu Manufacturing and Huangpu Experience." It serves as a microcosm of the district's efforts to promote the integrated development of the manufacturing and service industries.

On that same day, the Guangdong Provincial High-Quality Development Conference emphasized the need to untie the knots for technological innovation and market exploration to the maximum extent, allowing the low-altitude economy to truly "take off."

It is reported that the Jiulong Lake Flight Campsite covers an area of approximately 20,000 square meters. It is the first B2-class flight campsite developed by Huitian, integrating functions such as public display, flight experience, and test rides. The campsite features two vertical take-off and landing (VTOL) points and is equipped with four major functional areas: a flight operation control room, a pre-flight preparation room, a flight preparation room, and a hangar, initially forming a complete flight service support system. This site will serve as a future base for owner training, recreational flights, and partial delivery operations.

In recent years, the Guangzhou Development District and Huangpu District introduced the "11 Measures for Low-Altitude and Aerospace Industries," focusing on dimensions such as project implementation, infrastructure construction, industrial clustering, airworthiness certification, and scenario application. A single enterprise can receive a maximum reward of 30 million yuan. Meanwhile, the district has established a Low-Altitude Industry Venture Capital Fund with a total scale of 10 billion yuan, with a first phase of about 200 million yuan. This fund aims to promote introduction and production through investment, guiding social capital toward early-stage innovation projects to alleviate financing difficulties for low-altitude enterprises.

In terms of public services, the Guangzhou Development District and Huangpu District are collaborating deeply with the Guangzhou Aircraft Certification Sub-center of the Civil Aviation Administration to enhance airworthiness certification capabilities. Plans are underway to establish a Guangdong provincial low-altitude aircraft pilot testing platform and an application verification base. This will create the largest airworthiness certification laboratory and pilot testing platform in South China, providing professional services and preliminary support to help Huangpu District become a national hub for eVTOL airworthiness certification.

In the Knowledge City area, a 5.2-square-kilometer low-altitude economy industrial park is planned, complete with an 800-meter test flight runway. The goal is to create a demonstration park that integrates the research and design, manufacturing, test flight verification, airworthiness services, exhibition, and training for intelligent aircraft.

Regarding infrastructure, the district has already built two A2-class general airports, six eVTOL take-off and landing points, and 17 automatic unattended hangars. A low-altitude intelligent networked system is taking shape. The low-altitude flight command hall has been completed, and a low-altitude management service platform is being developed simultaneously, accelerating the creation of a "low-altitude meteorological" service scenario demonstration area in the eastern center of Guangzhou.
