Guangdong Province Commends Huangpu Yonghe for Excellence in Grassroots Governance

Recently, the General Office of the CPC Guangdong Provincial Committee and the General Office of the People's Government of Guangdong Province issued a notice commending 100 collectives and 100 individuals for outstanding performance in advancing grassroots governance. The Party Working Committee of Yonghe Subdistrict, Huangpu District, was honored as one of the province’s 100 “Outstanding Collectives in Advancing Grassroots Governance,” and notably, one of only two subdistricts/towns in Guangzhou to receive the award.

Step into the Comprehensive Governance Center of Yonghe Subdistrict, and you will notice something truly different.

More than a dozen grassroots departments—including the comprehensive service center, law enforcement teams, labor supervision, judicial offices, and traffic police—are co-located here to provide centralized services to the public. For local residents, this means that issues can be resolved through a one-stop service, without the need to shuttle between different offices.

Even more impressive is that the reach of the Yonghe Subdistrict Comprehensive Governance Center extends even further. Within a one-kilometer radius, it integrates resources from the local police station, community health service center, and other departments. Under the overall coordination of the Party Working Committee of Yonghe Subdistrict, a multi-departmental collaborative mechanism has been established. In the event of emergencies, rapid response and deployment can be achieved, realizing an efficient model of “one center, one-click access.”

Difficulties in housing delivery have long been a major concern for residents. Rising to the challenge, Yonghe Subdistrict has focused on addressing people’s most pressing needs. Over the course of four years, it has helped more than 2,300 households realize their dream of stable housing.

The Party Working Committee of Yonghe Subdistrict has also coordinated multiple departments to resolve related issues involving school enrollment, property management, and the living environment. Residents have repeatedly expressed their appreciation by presenting banners of gratitude, while petition and complaint cases have declined by an average of 40 percent for three consecutive years.

A sense of security is the most basic aspiration of the people. Yonghe Subdistrict has established 13 community patrol teams, implementing a “dual-partner” model pairing police officers with community cadres to build a security line of defense right at the residents’ doorstep.

Additionally, Yonghe Subdistrict has independently created a “peacetime–emergency combined” analysis and judgment mechanism, enabling precise efforts and dynamic risk resolution. Data shows that police-reported cases decreased by 36 percent in 2023, dropped another 47 percent in 2024, and fell a further 20 percent in 2025.

Unresolved minor disputes can easily escalate into major problems. To address this, Yonghe Subdistrict has introduced a “People’s Mediation Plus” model, bringing together police officers, judges, labor supervision authorities, and housing and construction departments to jointly mediate disputes involving labor relations, workplace injuries, and business operations. In recent years, more than 8,400 labor and related disputes have been successfully resolved, helping workers recover nearly 100 million yuan in owed wages. Both the case resolution rate and public satisfaction rate have reached 100 percent, accompanied by a steady stream of thank-you banners and letters from residents.

Amid the province-wide vigorous advancement of the “Hundred, Thousand, and Ten Thousand Project,” Yonghe Subdistrict has placed strong emphasis on social governance. Using meticulous, detail-oriented approaches to weave a dense governance network and innovative thinking to tackle governance challenges, it has not only safeguarded peace and stability in the area but also created a “Yonghe Model” of the Fengqiao Experience for grassroots governance.
