Guangzhou’s Huangpu District Plans “Greater Bay Area Game Valley” to Build a Gaming Capital and Esports Hub

On December 23, the 2025 Guangdong Game Industry Annual Conference was held in Guangzhou. During the business environment promotion session for Huangpu District, the industrial plan for the “Greater Bay Area Game Valley” was unveiled for the first time. A number of high-quality gaming and esports projects, including the South China Operations Project of Bilibili and an Esports IP Ecosystem Industrial Park, were signed and officially established operations in Huangpu. In addition, the “Digital Cultural Industry Fund” of Huangpu District was officially launched to support the district’s goal of building a new hub for the gaming and esports industry in the Guangdong–Hong Kong–Macao Greater Bay Area.

According to the plan released, the “Greater Bay Area Game Valley” has designated a core development area of 25 square kilometers, covering the Yuzhu area and parts of Science City. The initiative focuses on the shared goal of building a “gaming capital, an esports hub, and a culturally strong district.” Leveraging the industrial advantages of the Guangzhou Artificial Intelligence and Digital Economy Pilot Zone (Yuzhu Area), Huangpu aims to attract additional high-quality enterprises, develop more distinctive industrial parks, foster leading brands, and accelerate resource integration, clustering, and upgrading.

Within the valley, the Wenchong Esports Town industrial core is advancing the development of projects such as Wenchong Game Valley and the China Software CBD, providing a diverse and sufficient supply of industrial space. Meanwhile, the Yuzhu Game Town industrial core will establish a Digital Game Cultural and Creative Center, strengthening the clustering of game development, publishing, and operations.

In addition, the South China Operations Project of Bilibili was officially signed and established in Huangpu at the event. Guangzhou SuperG Investment Co., Ltd. signed an agreement to develop the Esports IP Ecosystem Industrial Park project, with a number of gaming and esports enterprises expected to establish operations in Huangpu District.

According to the Measures of Guangzhou Development District and Huangpu District on Promoting the High-Quality Development of the Cultural Tourism Industry and Copyright Economy, game products that obtain official publishing licenses and launch operations in Huangpu District will be eligible for annual incentives. Each year, no more than 10 high-quality games will be selected for awards, with individual incentives of up to RMB 500,000 each. Phenomenal blockbuster products that reach designated revenue thresholds and demonstrate significant market impact may receive rewards of up to RMB 10 million. Game companies that receive the “Top 10 Games” award at the China Game Industry Annual Conference during the policy period may receive tiered incentives of up to RMB 2 million.
