Guangzhou Knowledge City Comprehensive Bonded Zone Passes Joint Acceptance Inspection

Recently, the Guangzhou Knowledge City Comprehensive Bonded Zone successfully passed the joint acceptance inspection organized by seven national authorities, including the General Administration of Customs and the National Development and Reform Commission. As the second comprehensive bonded zone within the Guangzhou Development District, the zone will serve as a vital platform for the district and Huangpu District to deepen opening-up and drive high-quality development.

Approved by the State Council on October 30, 2023, the Guangzhou Knowledge City Comprehensive Bonded Zone is located in the northern starting area of the China-Singapore Guangzhou Knowledge City, with a planned area of 0.82 square kilometers. Leveraging an “8+7+7” comprehensive transportation network—comprising eight rail transit lines, seven expressways, and seven urban highways—the zone offers 30-minute access to Guangzhou Baiyun International Airport and 60-minute reach to major cities across the Guangdong-Hong Kong-Macao Greater Bay Area.

As a special customs supervision area, comprehensive bonded zones represent the highest level of openness in China, offering the most preferential policies, comprehensive functions, and streamlined procedures. They play a vital role in promoting foreign trade, attracting investment, and facilitating industrial development. The Guangzhou Knowledge City Comprehensive Bonded Zone will enjoy the combined benefits of three national policy frameworks—being part of a National Bilateral Cooperation Project, a Pilot Free Trade Zone Linkage Development Area, and a Comprehensive Bonded Zone. This unique advantage will effectively promote the integration of knowledge-based and open economies.

The official establishment of the Guangzhou Knowledge City Comprehensive Bonded Zone marks a historic moment for Guangzhou Development District and Huangpu District. With the Huangpu Comprehensive Bonded Zone in the south and the Knowledge City Comprehensive Bonded Zone in the north, the era of “dual comprehensive bonded zones” represents a major milestone in the district’s efforts to expand high-level opening-up.
