On September 26, the Measures on Promoting the High-Quality Development of the Cultural Tourism Industry and Copyright Economy in Guangzhou Development District and Huangpu District (hereinafter referred to as the Measures) was officially released. This latest policy is an upgraded version of previous initiatives such as the district’s Ten Cultural Tourism Measures and Ten Gaming and Esports Measures.

The Measures are divided into five sections covering diverse sectors such as gaming and esports, film and television dramas, and cultural performances, with unprecedented levels of support. Eligible enterprises may receive incentives of up to 20 million yuan if they meet the relevant criteria. In addition, the policy introduces specific measures to enhance copyright value, support cultural exports, and stimulate consumer demand.

Notably, due to the frequent introduction of favorable policies, the district offers rewards of up to 20 million yuan for fixed-asset investments in areas such as film and television bases and digital studio construction. This can be combined with provincial-level support funds, also capped at 20 million yuan, allowing enterprises to potentially receive total support of up to 40 million yuan.

According to data, since the rollout of the “Ten Measures for Cultural Tourism” in 2022, Guangzhou Development District and Huangpu District have supported 114 projects from 96 enterprises. As of August 2025, the districts had 5,730 cultural and entertainment market entities—an increase of 61.47% compared with early 2023—indicating steady growth in cultural industries and a continually improving business environment.

Furthermore, the districts are also focusing on cultural exports. Looking ahead, they plan to leverage China’s visa-free entry policy and Guangzhou’s development as an international consumption center to strengthen the role of the National Base for International Cultural Trade (Guangzhou). This will help establish an open ecosystem of "bringing in and going global." On one hand, inbound tourism will be supported with an annual maximum reward of 500,000 yuan, aiding in the creation of a world-class tourism destination. On the other hand, digital cultural products will be encouraged to expand overseas markets with rewards of up to 500,000 yuan. Together, these measures aim to propel Huangpu’s cultural industries to the global stage.
