As a leading district in industry, innovation, and consumption, Guangzhou Development Zone and Huangpu District clearly identified artificial intelligence as the strategic engine for leading industries in 2026. The Huangpu District Urban Management and Law Enforcement Bureau (hereinafter "Huangpu Chengguan") closely follows the overall regional development strategy and is comprehensively exploring new pathways for "smart urban governance." In 2026, it will center on improving governance efficiency, consolidating the foundation for safe development, and shaping a clean and orderly urban environment to drive the refined, quality-oriented, and intelligent transformation of urban management.
Over the past year, Huangpu District steadily advanced the construction of its "Smart Urban Management" platform, enriched urban management applications, promoted the use of refined evaluation tools and digital sanitation fee management applications, and established a closed-loop rectification mechanism with two-way feedback on rental housing safety hazards. It continuously expanded the "Snap-and-Report" application scenarios, handling 77,000 urban management issues reported through the platform, achieving a 100% effective resolution rate. Moving into 2026, Huangpu Chengguan will prioritize building an integrated command system to strengthen cross-departmental, cross-level, and sub-district coordination mechanisms, and optimize collaborative emergency response procedures to concentrate resources on resolving complex urban governance challenges.
The quality of the urban environment is not just a matter of appearances — it is fundamental to people's livelihoods. Over the past year, Huangpu District launched a special campaign to improve the cleaning quality of urban roads, clearing 15,785 sanitation problems in urban villages, inner streets and alleys, and areas around subway entrances, while intensifying city appearance enforcement. In 2026, Huangpu Chengguan will adopt the approach of "combining guidance with regulation to standardize and improve," continuing to advance the construction and refined management of vendor guidance areas, and comprehensively rolling out the mature night market models such as the "Star Night Market" in Longhu Sub-district and "Yuzhu · Yuanjing" in Yuzhu Sub-district — safeguarding the city's vibrant street life through refined governance to drive the quality upgrade of the night-time economy. Meanwhile, Huangpu Chengguan will promote proven practices, taking into account the actual conditions of each sub-district, and conduct scientific surveys to plan and select sites for temporary vending guidance areas. It will strengthen professional guidance and comprehensive oversight across sub-districts, prioritize the implementation of vendor relocation and guidance projects in Changzhou Sub-district (Huangpu), Dasha Sub-district, and Nangang Sub-district, and advance standardized operations.
Over the past year, Huangpu Chengguan enhanced the management of standardized parking for non-motorized vehicles, strengthening regular inspections and law enforcement in key areas such as major commercial zones, arterial roads, and subway entrances — bringing over 120,000 non-motorized vehicles into compliance with parking standards through regular supervision and "Snap-and-Report" intelligent inspections. In 2026, Huangpu Chengguan will center on the goals of "standardized parking, improved order, and long-term management," focusing on managing the parking order of electric bicycles (e-bikes). It will systematically advance pilot projects for standardized non-motorized vehicle parking, completing no fewer than two integrated road-section management pilots throughout the year, and establish replicable and scalable parking management models.
