2025 was the final year of the 14th Five-Year Plan and the year of the 15th National Games. It also marked the 15th anniversary of the establishment of Sino-Singapore Guangzhou Knowledge City. Guangzhou Development District and Huangpu District recorded a gross domestic product (GDP) of 434.602 billion yuan and gross industrial output from enterprises above designated size of 829.993 billion yuan. Guangzhou Development District’s GDP reached 407.609 billion yuan, and it maintained its second-place position among development zones nationwide in the overall ranking.
Gross industrial output from enterprises above designated size across the district reached 829.993 billion yuan, up 2.4 percent year on year, while their industrial value added increased by 1.6 percent. The district expanded its “AI Plus” initiative, with nine local enterprises included in Guangdong Province’s list of representative “Robot Plus” application cases. Construction of the first phase of the “Huangpu No. 1” Smart Computing Cluster was completed. Four enterprises were included in the list of excellence-level smart factories released by the Ministry of Industry and Information Technology.
Research and development (R&D) expenditure accounted for 6.3 percent of GDP. The district was home to more than 3,000 high-tech enterprises and had established 109 technology business incubators. A total of 165 organizations hosted doctoral or postdoctoral workstations. The district had attracted 969 foreign professionals classified as Category A high-end talent and issued 138 new talent green cards during the year.
