Huangpu prioritizes public services, social governance

Huangpu places a strong emphasis on public services and social governance. The goal is to deepen the integration of urban and rural areas, with the urbanization rate of permanent residents reaching 95 percent by 2025. The supply of basic public services will be more inclusive and equitable, with a universal coverage of a 15-minute medical service circle.

Specific measures include advancing key projects such as constructing the three major "arteries of transportation" and the 10 major gateways, with 93 new road construction, renovation, and expansion projects completed over three years.

Huangpu is piloting the creation of future community models in areas like Xinchong sub-district. Furthermore, 13 basic education groups have been established to cover 73 schools, promoting the construction of a national experimental zone for science education in primary and secondary schools, and comprehensively enhancing the quality and effectiveness of integrated urban-rural development.
