Huangpu focuses on reform, innovation

Huangpu district is making significant efforts in reform and innovation. It is advancing integrated reforms to build a new policy system, unleash the efficiency of elements such as data, land, and finance, and create institutional innovation outcomes that are replicable and scalable, providing more substantial support for the construction of a modern industrial system.

Specific measures include deepening the provincial business environment reform pilot construction, issuing the "30 New Quality Productivity Measures". Efforts are being made to standardize and promote the nationwide rural property rights transfer transactions and improve the three-capital management platform.

Additionally, the district is exploring centralized site selection for village and community retained land, coordinating land use planning, and promoting contiguous development paths to develop and strengthen new rural collective economies.
