Zhang Yi, Deputy Director General and Spokesperson of the Guangzhou Health Commission, said that Guangzhou has made every endeavor to satisfy the needs of people on evacuation in the lockdown areas, and has set up a dedicated team for evacuation. They have conducted a thorough investigation of people's wishes to return home or visit and stay with relatives and friends, contacted the competent authorities of relevant destinations in advance to achieve closed-loop management throughout the process and the information sharing to ensure that the returning personnel meet the prevention and control requirements of the destination and the spillover risk is minimized.

Zhang Yi introduced that at present, nearly 10,000 people in key areas such as Kangle-Lujiang, Longtan, Yijing Diecai and Ruibao in Haizhu District are willing to be evacuated. Those who tested negative for five days in a row, hold a green health code, and the residence building hasn't reported new cases for three days in a row can take proper personal precautions and be transported to the destination in or outside Guangzhou under close-loop management after three days of centralized health monitoring.

Zhang said that some entities and institutions have adopted the closed-loop management mode in production and have applied for "white list" and group health code to resume businesses and production in an orderly manner.

Yang Shaohua, Deputy Head of Panyu District, said that Panyu District has seen an accelerated increase in imported cases, with multiple epicenters, multiple transmission chains, and multiple infection sources. The new cases have been spreading from north to south, whose travel records involve many key venues such as urban villages, schools, malls and supermarkets, farmers' markets, industrial parks, and construction sites. All 16 towns (subdistricts) of the district have reported cases. Guangzhou South Railway Station has seen more imported cases from multiple sources on a more frequent basis.

To curb the epidemic as soon as possible, Panyu District has strengthened COVID-19 prevention and control measures in all of its 16 towns (subdistricts) to minimize the traveling and gathering of people. Yang appealed to residents for "being patient and observing COVID-19 prevention and control measures at this tipping point."

According to Yang, Panyu District prepares 3 to 5 times its usual stock to ensure a sufficient supply of daily necessities and sells about 1,322 tons of rice, flour, meat, and vegetable in total. Prices of daily necessities remain stable. In risk areas, outlets for emergency demands for daily necessities are set up dynamically according to actual needs to ensure a sufficient supply of daily necessities within the areas. As for makeshift hospitals, meals are promptly delivered to designated places, diverse dining options are available, and reading zones and exercise equipment are provided to residents there. Public catering service entities provide pick-up or take-out ordering services. Panyu District also organized e-commerce platforms to arrange dedicated riders to deliver goods and supplies.

Yang suggested residents "do offline shopping on a staggered schedule and collect parcels of online shopping in a contactless way to mitigate the risk of infection due to gathering and contact."

In risk areas, 37 new mobile supply outlets have been set up and the stock has been increased by 3 to 4 times. Dedicated people are allocated for quality and price monitoring, who detect fresh food and agricultural products for pesticide residue, and the detection reports are archived. That way, the agricultural products are ensured to be of high quality and fresh. Since November 25, the federation has gone all out to secure supplies and logistics for makeshift hospitals in Haizhu, Tianhe, and other districts, and provided 61,600 pieces of daily supplies, including quilts, drinking water, tents, and milk powder.
