On the afternoon of November 9, Guangzhou COVID-19 Control and Prevention Press Conference briefed the COVID-19 situation in Guangzhou.

On November 8, Guangzhou reported 2,637 locally acquired COVID-19 cases, among which 2,546 are asymptomatic cases and 91 are mild cases. Haizhu District reported 2,442 cases in a single day, most of which were detected in the Kangle-Lujiang Area of Fengyang Subdistrict and the Kecun Area of Chigang Subdistrict.

Zhang Yi, Deputy Director and Spokesperson of the Guangzhou Health Commission said that in order to stabilize the epidemic situation across Guangzhou and dedicate concerted efforts and resources to the fight against COVID-19 in Haizhu District, after Haizhu strengthened its control measures, Liwan and Panyu also followed suit with the aim to fully block cross-district transmission.

Zhang Yi emphasized that PCR testing must cover every household and every individual; otherwise, previous efforts will go in vain, and all measures will have to be implemented all over again. In controlled areas, antigen and PCR tests will be jointly conducted on a daily basis to make sure every infection can be detected as fast as possible.

Zhang said that the grimmer the COVID-19 situation is, the more we should prevent and control the epidemic according to laws. Recently, public security organs have investigated and dealt with multiple illegal acts such as destroying barricades, leaving the lockdown areas without permission, and disturbing the PCR testing order.

Zhang appealed that the battle against COVID-19 is a shared responsibility and requires collective actions. Residents shall follow the COVID-19 regulations and fulfill their obligations in the epidemic response. Everyone shall be responsible for their own health. With every resident's full support and cooperation, we can jointly protect Guangzhou.

Chen Xueming, Deputy Director and Spokesperson of the Guangzhou Bureau of Education announced the school schedules for the upcoming weeks. Starting from November 10 (Thursday), in all districts of Guangzhou, except Nansha, Conghua and Zengcheng Districts, primary and secondary schools shall suspend in-person classes and offer online lessons instead; Grade 12 students with on-campus accommodation shall stay in their schools and be subject to closed-off management; kindergartens shall be closed for the time being; off-campus training institutions shall suspend offline teaching; nurseries and child-care centers shall suspend their services. In addition, all universities and colleges in Guangzhou shall be placed under closed-off management. Schools must ensure the safety of students and teachers who are temporarily staying at schools due to COVID-19 control and prevention measures. Schools should also make sure these students and teachers have access to essential services and educational resources, and COVID-19 safety protocols must be strictly implemented at school.

According to Chen Xueming, schools must improve and adapt their teaching plans to align offline teaching with online teaching. Maximum efforts must be made to ensure the quality of teaching. As the contingency plan, the Municipal Bureau of Education will provide schools, teachers, and students in need with access to "Guangzhou Shared Classroom."

Chen Xueming also proposed that parents should make sure children are sticking to their regular daily routine. They should also keep an eye on children's learning progress, day-to-day activities, and mental health status. Schools and teachers should pay more attention and give extra care to every student who has to learn from home. He also hoped students can stay confident and composed to help themselves get through these difficult times.

Fu Xiaochu, Member of the Standing Committee of Haizhu District Party Committee and Executive Deputy Head of Haizhu District, asked residents in key areas to follow the instructions of anti-gen testing and conduct self-tests at home. Residents should also report their test results in a faithful manner and dispose of used test kits properly. Staff will make sure every individual and every household is covered in the universal PCR testing by paying door-to-door visits, making phone calls, and sending text messages.

According to Fu Xiaochu, Haizhu District set up 33 medical service stations in the controlled areas and launched the Suihaoyun WeChat MiniProgram to help pregnant women register their information and health status. The MiniProgram has already provided medical service to 39,482 people.

Liwan District

Li Feng, Member of the Standing Committee of Liwan District Party Committee and Executive Deputy Head of Liwan District said that Liwan detected 14 tubes of samples which tested positive for COVID-19 since November 6. Right now, Liwan is at a critical point of COVID-19 containment. In the early morning of November 9, Liwan published Notification No.1 which designated high-, medium- and low-risk areas as well as temporary controlled areas. Li Feng asked residents to limit the flow of people as much as possible and allow controlled areas to truly quiet down.

Li Feng stated that after extensive information gathering, Liwan identified 6,678 people with special needs in the district, including pregnant women, senior residents living by themselves and tumor patients. Differentiated medical treatment plans have been designed to ensure people with special needs can gain unobstructed access to medical services.
