Notification of Implementing COVID-19 Control and Prevention Measures in Huangpu District (No.7)

According to the current epidemic situation, each individual, entity, local community, and industry shall fulfill their respective duties in fighting COVID-19 to jointly guard people's health and safety. Based on comprehensive assessments, Huangpu District COVID-19 Control and Prevention Command Center has decided to strictly implement COVID-19 control and prevention measures starting from October 25, 2022:

1. Entertainment venues (KTV, karaoke bars, ballrooms, and game halls), all the enclosed and semi-enclosed venues including photography shops (studios), cinemas, indoor swimming pools, theatres, bars, gyms, internet bars, billiards halls, chess and poker rooms, mahjong rooms, escape game rooms, foot massage & ear cleaning centers, beauty & massage salons, bath centers, indoor attractions, libraries and museums shall require entrance reservation and restrict visitor numbers to no more than 70% of their capability. They should strictly implement measures like wearing masks, taking temperature checks, scanning the venue code, as well as health code and travel code checks.

2. Dine-in services of catering service providers (including drinks shops, snack shops and breakfast shops) are provided no more than 70% of their catering capability. Food takeout and delivery services should be provided. Staff and delivery workers should strictly take PCR tests as required and take necessary precautionary measures. A negative PCR test result produced within 48 hours shall be checked at the entrance.

3. Special venues like venues under public security and judicial supervision, welfare institutions, elderly care institutions, maternal and infant care institutions, religious venues, and rehabilitation institutions should be put under closed-off management. Medical institutions and construction sites should strictly implement measures like wearing masks, taking temperature checks, scanning the venue code, as well as health code, travel code and negative PCR test result checks.

4. All training institutions shall strictly implement reservation management and take measures such as temperature checks, venue code scanning and PCR testing. All kindergartens, primary and middle schools, universities and nursery and childcare institutions shall strengthen health administration measures for faculty and staff, students and related personnel. Gatherings shall be suspended.

5. People working in industries with high exposure risk to COVID-19 should carry out proper personal protection and take PCR tests in their allocated time slots. This testing is universal and should cover every household and every individual.

6. Residents are suggested to refrain from traveling. The management of entry and leaving shall be strictly implemented in community committees, residential communities, public institutions, compounds, enterprises, and public venues, including measures such as temperature checks, no-contact delivery and express, scanning the venue code with a 48-hour negative PCR test result and urging people to wear masks correctly and not to spit and maintain good hygiene and health habits.

7. All people traveling from other provinces shall strictly take three PCR tests within three days after arriving in Guangzhou. For those who have a travel history in a city with local COVID-19 cases within the last 7 days, please make a health declaration through “Declaration of Arriving in Guangzhou” in “Suikang Code” WeChat mini program and report to your community, employer, or hotel within 12 hours of arrival, and take three PCR tests within three days, and we recommend you to take a test respectively on day 5 and day 7. During this period, you should limit your travel between your place of work and your place of residence. You should also avoid having group meals, group gatherings or visiting crowded places.

8. We request that everyone maintains a vigilant attitude, complies with epidemic measures and takes PCR tests orderly as required by the notice of the subdistricts and communities. Please take the initiative to carry out self-health monitoring and take precautionary measures. Please wear masks properly and avoid gathering. If you develop symptoms such as a fever, sore throat, dry cough, fatigue, or decreased sense of smell and taste, please immediately go to the nearest fever clinic.

If you receive phone calls, text messages, abnormal health codes or other alerts about the risk of COVID-19, please report relevant information to your employers (or hotels) as soon as possible and take COVID-19 control and prevention measures such as undergoing health administration and taking PCR tests as required.

9. Managers of commercial spaces, public venues and enterprises should fulfill their corresponding responsibility of COVID-19 control and prevention and strictly implement measures like wearing masks, taking temperature checks, scanning the venue code, as well as health code, travel code and negative PCR test result checks.

10. Entities and individuals who fail to implement COVID-19 control and prevention measures and thus result in the spread of the epidemic will be held legally responsible.

The above measures will be adjusted in due course according to changes in the COVID-19 control and prevention situation. Thanks for your understanding, support and cooperation!
