Measures of Huangpu District for the Implementation of Support for People with Disabilities

Chapter I General Provisions

Article 1 To ensure the equal and sufficient participation of people with disabilities in Huangpu district, they will have their place in society to share the achievements of the material and cultural progress of society, these measures are hereby formulated in consideration of the realities in Huangpu district and in accordance with the guiding principles of relevant laws, regulations, and directives such as the Law of the People's Republic of China on the Protection of Persons with Disabilities, Regulations on Disability Prevention and Rehabilitation of People with Disabilities, Measures of Guangdong Province on the Implementation of the Law of the People's Republic of China on the Protection of Persons with Disabilities, and Measures of Guangdong Province on Support for People with Disabilities.

Article 2 The targets of support extended by these measures are people with disabilities who have their registered household in Huangpu district , hold valid Disability Certificates of the People's Republic of China, and meet relevant criteria for support. The funding for the support extended by these measures shall be accounted for according to the municipal and district-level fiscal systems.

Article 3 The recognition of recipients of a minimum living allowance (hereinafter referred to as "minimum allowance"), low-income households with difficulties (hereinafter referred to as "low-income households"), and poverty-stricken people is subject to the verification by the district-level department for civil affairs. The support standards for minimum allowance shall also be adopted for poverty-stricken people for the purpose of these measures. The support funds and goods allocated by these measures shall not be included in household income or personal income when people with disabilities apply for recognition as minimum allowance recipients, low-income households, poverty-stricken people, or people that apply for the collection of a living allowance for disabled people with difficulties.

Chapter II Support Programs and Criteria

Section One Support for Foster Care

Article 4

(1) Scope of Support:

1. People with disabilities living in qualified elderly care institutions or foster care institutions for disabled people in Guangzhou shall be granted support, which shall include lodging and foster care charges for such aspects as beds, meals, daily care, and recreation and fitness;

2. People with mental disabilities under long-term hospitalization in psychiatric hospitals in Guangzhou that are medically insured designated hospitals shall be granted support, which shall include non-medical charges such as meals, daily care, and recreation and fitness.

(2) Support Standards:

1. Up to 3,500 yuan ($530) per month shall be granted to each person with a Grade 1 or Grade 2 disability receiving a minimum allowance or who are from a low-income household according to actual expenses, which shall not be accumulated or carried forward;

2. Up to 2,500 yuan per month shall be granted to each person with a Grade 3 or Grade 4 disability receiving a minimum allowance or who is from a low-income household according to actual expenses, which shall not be accumulated or carried forward;

3. Up to 1,000 yuan per month shall be granted to each recipient receiving a  living allowance for disabled people with difficulties who have multiple disabled people in one family or live alone and is not receiving a minimum allowance or who are from a low-income household according to actual expenses, which shall not be accumulated or carried forward.

Section Two Medical Assistance

Article 5 For the co-payment part of basic medical expenses borne by individual disabled people receiving a minimum allowance or who are from a low-income household after deducting Guangzhou social medical insurance, commercial insurance, and various kinds of medical assistance, the amount below 3,000 yuan shall be fully covered by the assistance program while 85 percent of the amount above 3,000 yuan shall be covered; for the co-payment part of basic medical expenses borne by individual recipients receiving a living allowance for disabled people with difficulties who are not receiving a minimum allowance or who are from low-income households suffering from sudden critical illnesses after deducting Guangzhou social medical insurance, commercial insurance, and various kinds of medical assistance, 70 percent shall be covered by the assistance program. The assistance provided to each applicant shall be capped at 30,000 yuan per year, with no limit on the number of applications for assistance below the cap.

For people with mental disabilities hospitalized in the psychiatric department of medically insured designated medical institutions in Guangzhou, assistance capped at 6,000 yuan per year shall be granted to each person for the expenses borne by individuals after deducting Guangzhou social medical insurance, commercial insurance, and various kinds of medical assistance, with no limit on the number of applications for assistance below the cap.

The two kinds of assistance above may not be concurrently used by the same person.

Section Three Rehabilitation Services

Article 6 Each sub-district or town shall provide, at no charge, space for the construction of at least one community rehabilitation station for people with disabilities to provide rehabilitation services to disabled people within the jurisdiction. The budget for the operations of each sub-district or town community rehabilitation station for people with disabilities shall be no lower than 300,000 yuan per year.

Section Four Support for Transformation of Home Furnishing into Accessible Facilities

Article 7 Households with disabled people who have the need for transformation of home furnishing into accessible facilities shall be provided with services, with the support provided by the service program for each household capped at 10,000 yuan.

Section Five Incentives for Recreational and Sports Activities

Article 8 Incentives shall be given to various kinds of talents with disabilities:

(1) One-off incentives based on the following standards shall be given to athletes participating in games for persons with disabilities throughout the year and hold a household registration in Huangpu district (limited to those representing Huangpu district, Guangzhou, or Guangdong province) or representing Huangpu district (no limit on household registration) as well as their coaches:

1. For those participating in the national games, 20,000 yuan shall be awarded to each gold medalist, 8,000 yuan for each silver medalist, 5,000 yuan for each bronze medalist, and 1,500 yuan for each athlete that places fourth to sixth.

2. For those participating in the provincial games, 4,000 yuan shall be awarded to each gold medalist, 3,000 yuan for each silver medalist, 2,000 yuan for each bronze medalist, and 1,200 yuan for each athlete that places fourth to sixth.

3. For those participating in the municipal games, 3,000 yuan shall be awarded to each gold medalist, 2,000 yuan for each silver medalist, 1,600 yuan for each bronze medalist, and 1,000 yuan for each athlete that places fourth to sixth.

4. For those participating in the national championships, 2,000 yuan shall be awarded to each gold medalist, 1,600 yuan for each silver medalist, 1,200 yuan for each bronze medalist, and 800 yuan for each athlete that places fourth to sixth.

5. For those participating in the provincial championships, 1,000 yuan shall be awarded to each gold medalist, 800 yuan for each silver medalist, 600 yuan for each bronze medalist, and 400 yuan for each athlete that places fourth to sixth.

6. For those participating in the municipal championships, 800 yuan shall be awarded to each gold medalist, 500 yuan for each silver medalist, 300 yuan for each bronze medalist, and 200 yuan for each athlete that places fourth to sixth.

7. For group events, incentives shall be calculated and given according to the number of people signing up and participating in the events, with the amount corresponding to the place finished.

8. One-off incentives at a proportion of the incentives corresponding to the place finished by the athlete shall be given to coaches, with 100 percent being the proportion for coaches of gold medalists, 70 percent for that of silver medalists, 50 percent for that of bronze medalists, and 30 percent for that of athletes that place fourth to sixth.

(2) One-off incentives shall be given to people with disabilities winning various places in talent show contests organized by the China Disabled Persons' Federation and its provincial and municipal branches as well as their instructors, with reference to the provisions of items 4 to 6 in Clause (1) of this article for incentive standards. If more than eight people sign up and participate in a group contest, the incentives shall be calculated and given according to 50 percent of the incentive standards.

(3) These incentives are not applicable for persons working for State administrative establishments and public institutions.

Chapter III Supplementary Provisions

Article 9 The support programs and standards stipulated by these measures follow the principles of adopting the higher one and avoiding repetition. The organizations and individuals utilizing the funds financed by the support programs must keep to their credit commitments and use the funds according to regulations. They must ensure the authenticity of materials provided and should not defraud the support funds by means of trickery. Those using or defrauding the support funds in violation of regulations must return their support funds. Acts that constitute a criminal offense shall be prosecuted in accordance with the law.

The amounts in these measures involving "below," "no lower than," "capped at," and "up to" are all inclusive of the numbers.

Article 10 These measures shall take effect from May 2, 2022 and shall be valid until Dec 31, 2026.
