We hereby print and distribute to you the Implementation Rules for Compulsory Education of Children Relocated to Huangpu District. Please implement them accordingly. If you encounter problems in the implementation, please report your issues to the Huangpu district education bureau as soon as possible.

Implementation Rules for Compulsory Education of Children Relocated to Huangpu District

Article 1 In order to organize and carry out compulsory education for the children of migrant workers who relocate to Guangzhou, the following detailed rules are formulated in accordance with the Compulsory Education Law of the People's Republic of China and Opinions on Doing a Good Job in Compulsory Education for Children of Migrant Workers in the City (Yuefu Office [2011] No 45), Notice of the Guangzhou Municipal People's Government on Printing and Distributing the Provisions on the Administration of the Point-Based Service for Persons Relocated to Guangzhou (Suifu Rules [2021] No 7), Guangzhou Municipal Administration of Personnel Services for People who Relocated to Guangzhou Circular on the Implementation Rules for Personnel Points System Service Management Regulations (Sui Lai Sui Gui Zi [2021] No 1), and in light of the actual situation in Huangpu district.

Article 2 The term "persons who relocate to Guangzhou" as mentioned in these rules refers to residents on the Chinese mainland who are not registered in Guangzhou and live in the administrative area of Guangzhou. Also, "the children who have moved with people who relocate to Guangzhou receive compulsory education work" means that the students who meet the remaining vacancies of the local household registration after enrolling will be arranged to enter the first grade at a primary school or the first grade at a junior high school and middle school by means of the points system (6 years old before Aug 31 of the current year, has not yet entered the school, will be arranged to enter the first grade of primary school that year; or graduated from primary school in the year that will be arranged to enter the first grade of junior high school).

Article 3 The district education administrative department, together with the district administrative department of people relocated to Guangzhou, completes the organization and management of the points admission system for the children who have moved with them to Guangzhou according to the process of points application, voluntary reporting, and allocation.

Anyone who has held the Guangdong Province Residence Permit that has been processed in our city and is valid for one year (excluding the Guangdong Province Residence Permit obtained in accordance with the Interim Measures for the Implementation of the Guangdong Province Residence Permit" for Introduced Talents in Guangdong Province), and people who relocate to Guangzhou that have been approved in the Guangzhou personnel points system service management information system, can apply for the points system for their children who are not registered in Guangzhou.

"One year full" must be calculated continuously, and the deadline for calculating the term of residence permit is the last day of the admission acceptance period of the point-based system in the current year.

Article 4 The Huangpu district admissions and examination committee and the Huangpu district people's service management leading work team are responsible for coordinating the work of compulsory education for the children of people who have moved to Guangzhou, and organizing, coordinating, guiding, and supervising the relevant departments in the district to carry out the work.

The district education administrative department is responsible for the admissions degree arrangements for the children of people who have moved to Guangzhou with the points system; arrangement of the compulsory education for the children of people who move with people to Guangzhou; enrollment plans for schools in the compulsory education stage, and determine the private schools that implement degree subsidies; urge primary schools and kindergartens in the jurisdiction to review the number of years of schooling for the children of people who relocate to Guangzhou and move with them.

The district administrative department for people who relocate to Guangzhou is responsible for establishing and improving the point-based admission service management information system for the children of people who have moved to Guangzhou in Huangpu district (referred to as the "point-based admission system"); and guides the districts and towns to accept the application of the points-based admission system for the children of people who have moved to Guangzhou. coordinate the points review, calculation points, ranking publicity, announcement of points results, etc. of all relevant units, and transfer the points and ranking results to the district education administrative department, and is responsible for the relevant audit work of the Guangzhou Points System Service Management Information System.

The administrative department of development and reform of the district is responsible for incorporating the work of the children of people from Guangzhou to receive compulsory education in the district into the economic and social development plan and annual plan.

The district economic and informatization administrative department is responsible for reviewing and adding points to the people relocated to Guangzhou from the top 200 industrial enterprises in retained taxation. According to the division of labor between private and small and medium-sized enterprises, the nature of the enterprise (private enterprise or small and medium-sized enterprise) and the position (middle and senior management personnel or technical backbone) of the employee will be recognized and added.

The district's investment promotion administrative department is responsible for identifying and adding points to the senior managers or technical backbones of key investment-inviting enterprises in the district.

The district financial administrative department is responsible for providing financial support for the children who relocate to Guangzhou to receive compulsory education; and provide a list of the top 200 enterprises in the district's financial and taxation area database in the previous year to the district economic and information technology administrative department, district commercial administrative department.

The district commerce administrative department is responsible for reviewing and adding points to the people relocated to Guangzhou from the top 200 service enterprises in retained taxation. According to the division of labor between private and small and medium-sized enterprises, the nature of the enterprise (private enterprise or small and medium-sized enterprise) and the position (middle and senior management personnel or technical backbone) of the employee will be recognized and added.

The district's science and technology administrative department is responsible for adding points to the identification of middle and senior managers or technical backbones of key science and technology enterprises in the district.

Each street community is responsible for setting up admission acceptance windows for point-based admissions, and is responsible for online pre-review, material acceptance, data entry, preliminary qualification review, etc.; responsible for reviewing the residence registration of people relocated to Guangzhou, residence permit years and other relevant information, and the application for review of the score result shall be forwarded to the administrative department for people from the district for processing.

Each school is responsible for reviewing the number of years of school registration for the children who have relocated to Guangzhou to study in kindergartens and primary schools in Huangpu; it is responsible for establishing school registration files for the children who have relocated to Guangzhou to ensure that they enjoy the same treatment as students with registered permanent residence in the district when getting academic qualifications, joining the Young Pioneers, joining the Communist Youth League, excellence selection, and selecting student cadres and participating in various activities, and strengthen the connection with the families of the children who have moved to Guangzhou, pay attention to the physical and mental health of students, and help students integrate into Guangzhou society as soon as possible.

Article 5 The district department will establish a joint meeting system for the children of people who have relocated to Guangzhou to receive compulsory education, and form a work pattern of division of labor, exchange of information, cooperation, and joint management.

The joint meeting shall be convened and presided by the district education administrative department or the district administrative department of people relocated to Guangzhou according to the demand of the mission. The members of the joint meeting shall be composed of relevant departments and units that undertake the corresponding responsibilities in the work of compulsory education for the children who have moved with them.

The main tasks of the joint meeting are: to study and deploy the specific tasks of the children who have moved to Guangzhou to receive compulsory education, and to coordinate the specific problems in the process of advancing the work of children who have moved to Guangzhou to receive compulsory education.

Article 6 The point-based system for admissions consists of "Guangzhou Point System Service Management Index System and Score Table" and "Supplementary Points for Compulsory Education for Children of Huangpu District Persons Relocated to Guangzhou". The point index system is adjusted according to the changes in relevant policies, laws and regulations and the needs of the economic and social development and population service management of the district.

The total points of applicants who relocate to Guangzhou for admission through the points system = the score of the "Guangzhou Points System Service Management Index System and Score Table" (subject to the "Guangzhou Points System Service Management Information System") + "Supplementary Bonus Indicators for Compulsory Education for Children of Huangpu District Persons Relocated to Guangzhou" (subject to the "Enrollment Service Management Information System of Points-Based Children of Huangpu District Persons Who Relocate to Guangzhou").

The points ranking rules are implemented in accordance with the Guangzhou Points System Household Management Measures (Sui Fu Ban Gui [2020] No 11): ranking according to the score from high to low. If the scores are the same, the ranking will be based on the time of paying social medical insurance in this city; if the time ranking of paying social medical insurance in this city is the same, the ranking will be based on the time of continuously applying for a residence permit in Guangdong province in Guangzhou. If the ranking is the same after two rounds of ranking, it will be treated as a tie. Those who are ranked in a tie shall have the same point-based admission qualification.

Article 7 The admission application process of the points system is as follows:

(1) Persons who relocate to Guangzhou log on to the Guangzhou City Personnel Points System Service Management Information System to apply for points.

(2) People who meet the relevant conditions, and attained approved points in Guangzhou City Personnel Points System Service Management Information System, shall log on to the "Persons Who Relocate to Guangzhou in Huangpu" to apply for point-based admission and supplementary bonus indicator points.

(3) Each point-based admissions acceptance window is responsible for online pre-review, material acceptance, data entry and preliminary qualification review.

(4) Score review of each functional department.

(5) Those who relocate to Guangzhou can check their scores online, and if they have any objections, they can apply for a score review.

(6) Announcement of points ranking and announcement of points ranking results (publication period is five days).

(7) Eligible people who relocate to Guangzhou shall apply for their children who have moved with them.

(8) Announce the results of degree allocation (publication period is five days).

(9) Distribute the "Admission Notice" and go through the admission procedures.

The time for admission application and degree allocation under the points system shall be subject to the time schedule announced by the district administrative department for people relocated to Guangzhou and the district education administrative department in that year. The results of points ranking and distribution results will be released on the official website of the Guangzhou Huangpu District People's Government and Guangzhou Development Zone Management Committee, and official WeChat accounts such as "Guangzhou Huangpu Release" and "Guangzhou Huangpu Education". After the results of the points ranking are released, the applicants on the list should log on to the Guangzhou Huangpu District People's Migrant Children's Points System Admission Service Management Information System on time to fill in their admissions wishes. Relevant regulations for the allocation of admission degrees for children who move with people will be implemented.

Article 8 For the children of people who relocate to Guangzhou who have obtained the qualifications to enroll in public schools or government-subsidized private schools in the district, their treatment during the school period shall be implemented in accordance with the relevant policies of the district. Accompanying children who have obtained a degree from private schools through the point-based admission system are not allowed to transfer in the same semester in principle. If they insist on applying for a transfer, the government subsidy for their point-based admission degree will be canceled.

Article 9 The point-based admission system is interconnected with the point data of the Guangzhou Point-based Service Management Information System for People Relocated to Guangzhou, and implements one-stop service management for application, inquiry, review, summary, and ranking. The administrative department of the district's people who relocate to Guangzhou will open the data port to the relevant departments that undertake corresponding responsibilities in the management of the admission service of the children who have moved with them, and implement the sharing of information resources and the coordination of material review.

Article 10 The relevant departments, units and their staff shall keep the information of the people confidential who relocate to Guangzhou during the management of compulsory education services. Those who illegally leak the information of people who relocate to Guangzhou shall be punished in accordance with relevant regulations.

Article 11 Those who relocate to Guangzhou and apply for points-based admission for their children who moved with them, should ensure that the application materials provided are true and valid. If it is verified that there is a fraudulent act, it will be implemented with reference to Article 10 of the Guangzhou Points-Based Household Management Measures (Sui Fu Ban Gui [2020] No 11), and its application qualification will be canceled for five years.

Article 12 The staff of relevant departments shall perform their duties in accordance with the law in the process of implementing these detailed rules. Those who commit favoritism and fraud, abuse of power, solicit or accept bribes, or violate other disciplines and laws, shall be severely investigated and punished in accordance with relevant regulations, and if a crime is constituted, criminal acts shall be investigated according to law.

The financial subsidy funds for the compulsory education of the children of the private schools who have moved to Guangzhou should be earmarked. Schools and individuals who defraud, withhold, or misappropriate financial subsidy funds shall be severely investigated and punished in accordance with relevant regulations, and if a crime is committed, criminal responsibility shall be investigated according to law.

Article 13 Letters, visits and consultations received through the Guangzhou 12345 government service hotline and other channels involving the admission qualifications of the points system, application of points, publicity of points, etc shall be handled by the district administrative department for people who have relocated to Guangzhou, with assistance from other departments. Letters, visits and consultations on specific matters such as degree allocation, tuition subsidies, etc shall be handled by the district education administrative department with assistance from other units.

Article 14 These detailed rules shall be valid from the date of issuance to Nov 15, 2026. The original Implementation Rules for Compulsory Education for Children Relocated to Guangzhou in Huangpu District of Guangzhou City (Trial) (Sui Pu Fu Gui [2019] No 5) shall be repealed at the same time.
