Guangzhou's Huangpu district released implementation opinions on the strengthening of history and culture protection and inheritance amid urban-rural construction and a working plan on the establishment of a historical and cultural heritage protection system.
Both the implementation opinions and the work plan propose to include cultural heritage protection into the scope of public interest litigation. The Huangpu district people's procuratorate took the lead in Guangdong province to appoint two procurators to handle public interest litigation cases related to cultural heritages. The procurators will also provide legal consultation for the Huangpu culture, radio, television, and tourism bureau and for the Huangpu natural resource bureau.

Meanwhile, the implementation opinions and work plan also urge to roll out the digital information collection and filing of historic and cultural relics, as well as to raise the protection awareness among the entire society. The district has thus cooperated with Baidu Maps to mark local historical sites and cultural relics on the map. The Baidu app will remind users of their protection status when they search for these locations.
The working plan accentuates the joint force of relevant government departments across the district, sub-district, town, and residential community levels. The district became the first in Guangzhou to appoint chiefs and staff liable for the protection of the historic sites and cultural relics.
