Guangdong approves CSGKC regulations

The Regulations of China-Singapore Guangzhou Knowledge City (CSGKC) were approved at the 39th session of the Standing Committee of the 13th Guangdong Provincial People's Congress on Jan 16.

The regulations were compiled based on the Overall Development Plan of CSGKC (2020-35). They cover a wide variety of areas, including scientific and technological innovation, intellectual property protection, talents, opening-up and international cooperation, as well as the development of knowledge-intensive industries.

CSGKC will draw from the reform experiences of the China (Guangdong) Pilot Free Trade Zone. The pioneering practices will be backed up by a fault-tolerant mechanism as long as they conform to the overall development plan, are subject to legal decision-making procedures, and haven't damaged public interests on one's own account.

The Regulations of CSGKC are approved at the 39th session of the Standing Committee of the 13th Guangdong Provincial People's Congress on Jan 16.

In addition, the regulations encourage CSGKC to take part in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area international scientific and technological innovation center, as well as to deepen cooperation with Singapore in scientific and technological innovation, industrial development, IP, talent cultivation, urban governance, and the headquarters economy.

The development of the biomedicine, big health, new-generation information technology, new materials, new energy, scientific and educational services, digital creation, smart manufacturing, integrated circuits, as well as other knowledge-intensive industries will be prioritized by CSGKC.

Moreover, CSGKC will also provide new-type R&D institutions with preferential policies to encourage scientific and technological innovation, establish dedicated funds to support talent development, as well as enhance IP protection.
