Huangpu deepens credit-based administrative approval reform

Guangzhou's Huangpu district announced the launch of the 3.0 version reform of administrative examination and approval based on the commitments and credit of enterprises at a press conference on Nov 25.

The 2021 list of the 119 administrative examination and approval affairs from 20 government departments across the district that are eligible for reform was also released. Thirty percent of these items can be handled instantly, and 90 percent of them can be handled within one day. The average processing time of the items on the list is 40 percent shorter compared with previous processing times.

Huangpu took the lead in the country to explore the administrative examination and approval based on the commitments and credit of enterprises in 2016. 

After rounds of upgrades, 100 affairs from 16 government departments were eligible for administrative examination and approval based on commitments and credit of enterprises in 2020 with the scope consisting of education and culture sectors.

The reform has greatly increased the convenience of market access as well as project investment and construction in the district.
