Huangpu kicks off annual people's congress

The first session of the 2nd Huangpu District People's Congress opened on Oct 26. Xian Yinsong, acting head of Huangpu district, delivered the government work report.

According to the report, Huangpu's GDP has exceeded 360 billion yuan ($56 billion), and the output value of industrial enterprises above designated size has surpassed 800 billion yuan. The district's five major economic indexes rank first among national economic development zones.

Nearly 1,000 high-quality industrial projects settled in Huangpu over the past six years, of which 281 major projects have come into operation. The district now has three 100-billion-yuan industrial clusters: automobile, electronics and energy, and four 50-billion-yuan industrial clusters: biomedicine, chemical engineering, food and beverage, and electromechanical devices.

Huangpu has ranked first among national economic development zones for three consecutive years in terms of scientific innovation. It houses more than 2,100 high-tech enterprises and 32 national "little giant" (specialized, elaborative, characteristic, and innovative) enterprises.

The number of market entities has increased by 2.4 times over the past six years, and that of listed enterprises has grown by 1.1 times to 67, which ranks first among national economic development zones.

As a magnet for talents, Huangpu is home to 1,152 high-level talents and five high-level university research institutes and graduate schools.

In terms of livelihood, the per capita disposal income of urban and rural residents increased by 8.2 percent and 10.1 percent over the past six years. More than 75,000 additional students have been enrolled in schools and 1,887 extra beds have been offered to patients in hospitals. Three forest parks and 360 kilometers of greenways have been built to improve the ecological environment.
