Implementation Measures of the Administrative Approval Bureau of Guangzhou Development Zone for Free Joint Surveying and Mapping Services
Article 1 In order to continue deepening the efforts to "streamline administration, power delegation, improve regulation and upgrade services", optimize the business environment in our district, create a pilot demonstration zone for "small- and medium-sized enterprises that can make great careers", further reduce the cost of enterprise establishment, and orderly promote the free joint surveying and mapping services of construction projects, these measures are created in conjunction with Guangzhou Joint Surveying and Mapping Implementation Plan of Engineering Construction Projects (SJFG [2018] No 1642) as well as the Implementation of the Measures "Acceptance Upon Arrival and One-Stop Service" of Accelerated Approval for Construction Projects Invested by Enterprises in Guangzhou Development Zone Investment and Huangpu District (SPFG [2019] No 30) and other relevant requirements.
Article 2 The free joint surveying and mapping services described in these implementation measures refers to optimizing the surveying and mapping process, integrating the business platform through government procurement, and assisting enterprises in the completion and acceptance stage of the construction project with the free joint surveying and mapping services of planning condition verification surveying, air-raid shelter surveying, as well as real estate surveying and mapping (including supplementary surveying and mapping of real estate).
Article 3 If a construction project fulfills the following conditions at the same time, it can apply to the district administrative approval departments for free joint surveying and mapping:
(1) The project is located in the whole area of Huangpu district, Guangzhou Development Zone, and the area under the management of Guangzhou Development Zone Management Committee in accordance with relevant regulations;
(2) The project is an industrial or storage plot invested and constructed by an enterprise;
(3) The enterprise's industrial and commercial registration place, tax collection, and administration relations are in Huangpu district, Guangzhou Development Zone, and areas under the management of the Guangzhou Development Zone Administrative Committee in accordance with relevant regulations.
Construction projects that only meet (1) and (2) requirements of the preceding section, but belong to key construction projects or key introduction projects of the province, city, or district, can also apply for free joint surveying and mapping services.
The free joint surveying and mapping services require a one-time application by the enterprise. District administrative approval departments are responsible for organizing the implementation by surveying and mapping service agencies. In principle, the same project can only utilize free joint surveying and mapping services once, and the surveying and mapping expenses for the agencies shall be borne by the district administrative approval departments. In the case of repeated surveying and mapping, the enterprise shall bear the relevant expenses itself.
Article 4 District administrative approval departments shall openly select an agency from among mapping-and-surveying qualified surveying and mapping service agencies through fair competition methods such as open bidding for government procurement in accordance with regulations. The chosen surveying and mapping service agencies shall provide various surveying and mapping services required for administrative approval such as planning, real estate, and air-raid shelter.
The chosen joint surveying and mapping service agencies shall sign a project contract or agreement in accordance with the law with district administrative approval departments, specifying the rights and obligations of both parties such as the contract amount, billing standards, surveying workload, working time limit, and requirements on submitted results.
Article 5 Joint surveying and mapping for engineering construction projects shall be completed within the deadlines specified below, starting from the day after the enterprise has submitted the application.
(1) 10 working days for small projects (under 5,000 square meters);
(2) 15 working days for medium-sized projects (5,000-20,000 sq m);
(3) 24 working days for large projects (above 20,000 sq m).
The deadlines mentioned above do not include supplemental materials, revision of drawings, and on-site rectification. If enterprises only apply for the verification measurement of planning condition, the surveying and mapping deadline shall not exceed the joint surveying and mapping deadline.
Article 6 The results of the free joint surveying and mapping services are presented in the "Survey Record Book for Planning Condition Verification of Construction Projects", "Completion Survey Results Report of Air-Raid Shelter Projects", and "Surveying and Mapping Results Report of Floor Space of Building Construction", among other texts and electronic data.
The results of the joint surveying and mapping are used by enterprises to handle acceptance and confirmation procedures regarding planning, air-raid shelters, and real estate. Relevant departments in the district will recognize each other's results to reduce the burden on enterprises, avoid repeated surveying and mapping, and earnestly fulfill the goal of "one commission, multi-survey integration, and results sharing".
According to actual needs, district administrative approval departments can inspect the surveying and mapping results submitted by the joint surveying and mapping service agencies by entrusting third-party technical institutions or experts to perform reviews and deal with the problems arising from the inspection in accordance with relevant regulations and contract requirements.
Article 7 Joint surveying and mapping service agencies shall conduct joint surveying and mapping in strict accordance with relevant national, provincial, municipal, district regulations as well as technical requirements to ensure that the results of joint surveying and mapping services meet the technical standards and requirements of relevant administrative departments.
Joint surveying and mapping service agencies shall establish and improve internal management mechanisms, standardize management, strictly abide by the processing time limit requirements, and make relevant records and archives, so as to complete the joint surveying and mapping work with both quality and quantity.
Joint surveying and mapping service agencies are responsible for keeping the confidentiality of business secrets, technical secrets, and various types of privacy involved in the materials submitted by the enterprises.
Article 8 Enterprises that have applied for the free joint surveying and mapping services shall strengthen their construction of organizational work to ensure that the project site meets the surveying and mapping conditions, and that the application materials are genuine and effective. They shall bear legal responsibilities arising from improper means such as falsification, concealment, and fraud.
Article 9 The district administrative approval departments shall strengthen the construction of the joint surveying and mapping information platform, realize the automation and information management of the joint surveying and mapping project applications, data submission, results sharing, and results quality.
The district administrative approval departments shall work to prevent and control corruption risks in providing free joint surveying and mapping services. In the event of a violation of governmental integrity, the competent authority shall order corrections. The responsible leaders and directly responsible personnel shall be punished in accordance with the law. Suspects will be held criminally responsible if the investigation in accordance with the law constitutes a crime.
Article 10 These measures shall be implemented from the date of issuance and shall be valid for three years.
Engineering construction projects that have been partially surveyed before the issuance of these measures are not included in the scope of joint surveying and mapping.
