Implementation Measures of the Administrative Approval Bureau of Guangzhou Development Zone for Free Topographic Map Survey and Pipeline Detection Services for Construction Projects Invested by Enterprises

Article 1 In order to continue deepening reform efforts to "streamline administration, power delegation, improvement of regulation and upgrade of services", optimize the business environment in our district, create a pilot demonstration zone for "small and medium-sized enterprises that can make great careers", further reduce the cost of enterprise establishment, and orderly promote the free topographic map survey and pipeline detection service, these measures are created in conjunction with the Implementation of the Measures "Acceptance Upon Arrival and One-Stop Service" of Accelerated Approval for Construction Projects Invested by Enterprises in Guangzhou Development Zone Investment and Huangpu District (SPFG [2019] No 30) and other relevant requirements.

Article 2 These measures apply to construction projects invested by enterprises whose place of registration, tax collection, and administration relations are within the scope of Huangpu district, Guangzhou Development Zone, and parks entrusted to them for management as well as affiliated parks that are included in the pilot reform project of relatively centralized administrative approval rights.

Article 3 The free topographic map survey and pipeline detection service described in these implementation measures refers to optimizing the surveying and mapping process through government procurement and providing enterprises that are in the designing and planning stage of a construction project with free surveying and mapping services for relevancy to a current topographic map survey and pipeline detection around the project.

Article 4 Enterprises applying for a free topographic map survey and pipeline detection services shall provide the following materials:

(1) The business license of the entity or the certificate of legal entity that owns the land usage rights;

(2) Project plot usage ownership documents as well as corresponding planning and design conditions;

(3) Reconstruction or expansion projects must provide an enterprise investment project registration certificate (or project code receipt) and the electronic file of the design plan of the planned project;

(4) For reconstruction and expansion construction projects with a land area of more than 100,000 square meters, supporting opinions from district investment promotion department or district industry and information department should also be obtained; the construction of technology business incubator projects should also obtain supporting opinions from the district science and technology department.

Article 5 In order to support the acceleration of the preparation of key projects, green channels can be opened to assist enterprises working on key construction projects and key introduction projects of the province, city, and district, or projects that are included in the trusted preparation scope of the district in applying for free services in advance through the trust commitment system, allowing them to provide required materials at a later time.

Article 6 The free topographic map survey and pipeline detection services are applied voluntarily by the enterprise. District administrative approval departments are responsible for organizing the implementation of surveying and mapping service agencies and the surveying and mapping expenses for the agencies shall be borne by the district administrative approval departments. In principle, the same plot can only enjoy the free joint surveying and mapping service once. In the case of repeated surveying and mapping, the enterprise shall bear the relevant expenses itself.

Article 7 District administrative approval departments shall openly select an agency from among mapping-and-surveying qualified surveying and mapping service agencies through fair competition methods such as open bidding for government procurement in accordance with regulations. The chosen surveying and mapping service agency shall provide surveying and mapping services required for administrative approval such as topographic map surveying and pipeline detection.

Article 8 The chosen surveying and mapping service agencies shall sign a project contract or agreement in accordance with the law with district administrative approval departments, specifying the rights and obligations of both parties such as the contract amount, billing standards, surveying workload, working time limit, and requirements on submitted results. 

Article 9 Topographic map survey and pipeline detection for engineering construction projects can be applied for at the same time or separately and shall be completed within the deadlines specified below, starting from the day after the enterprise has submitted the application.

(1) 10 working days for actual measurement area that is less than or equal to 50,000 sq m;

(2) 15 working days for actual measurement area that is larger than 50,000 sq m and less than or equal to 100,000 sq m;

(3) 30 working days for actual measurement area that is larger than 100,000 sq m or the measurement area is complicated and there are other special circumstances.

The deadlines mentioned above do not include supplementary materials and on-site rectification.

Article 10 The free service results of topographic map survey and pipeline detection include the "Project Report of Purchased Service on Planning Approval Facilitation (Topographic Map Survey)", "Project Report of Purchased Service on Planning Approval Facilitation (Pipeline Detection)", "Pipeline Detection Report (retained by the construction unit) among other report texts, electronic data and a 1:500 topographical map in color, of which the map is provided according to the actual needs of the project with a current topographical map stamp.

Article 11 According to actual needs, district administrative approval departments can inspect the surveying and mapping results submitted by the surveying and mapping service agencies by entrusting third-party technical institutions or experts to perform reviews and deal with the problems arising from the inspection in accordance with relevant regulations and contract requirements.

Article 12 Surveying and mapping service agencies shall conduct joint surveying and mapping in strict accordance with relevant national, provincial, municipal, district regulations as well as technical requirements to ensure that the results of joint surveying and mapping services meet the technical standards and requirements of relevant administrative departments.

Surveying and mapping service agencies shall establish and improve internal management mechanisms, standardize management, strictly abide by the processing time limit requirements, make relevant records and archives, so as to complete the joint surveying and mapping work with both quality and quantity.

Surveying and mapping service agencies are responsible for keeping the confidentiality of business secrets, technical secrets, and various types of privacy involved in the materials submitted by the enterprises.

Article 13 Enterprises that have applied for the free topographic map survey and pipeline detection services shall strengthen their construction of organizational work to ensure that the project site meets the surveying and mapping conditions, and that the application materials are genuine and effective. They shall bear legal responsibilities arising from improper means such as falsification, concealment, and fraud.

Article 14 The district administrative approval departments shall work to prevent and control corruption risks in providing free topographic map survey and pipeline detection services. In the event of a violation of governmental integrity, the competent authority shall order correction and the responsible leaders and directly responsible personnel shall be punished in accordance with the law. Suspects will be held criminally responsible if the investigation in accordance with the law has confirmed the actions constitute a crime.

Article 15 These measures shall be implemented from the date of issuance and shall be valid for three years.
