Huangpu contributes to Guangzhou's biz environment innovation

The State Council designated Guangzhou to pilot business environment innovation on Sept 8, and Huangpu district will contribute a great deal of knowledge and experience.

In terms of institutional innovation, Huangpu has set up the first business environment reform bureau in Guangzhou, Beijing, Shanghai and Shenzhen. It also took the lead in establishing mechanisms for business environment complaints from companies, assessment by third-parties, and satisfaction rate surveys.

Business registrations can be handled online across provinces and borders based on the cooperation between Huangpu and regions such as Chongqing's Tangliang district, Hong Kong, Macao and Singapore.

Expedited administrative approvals are entitled to project construction under a trust mechanism for enterprises with good credit and safety records

Eligible enterprises can enjoy 33 preferential policies automatically without applications. A total of 530 government service items can be handled at home, and 824 at self-services. The entire administrative examination and approval procedures of 41 investment and construction items can be tracked by applicants.

Individuals and enterprises can check the progress of the administrative approval anytime from their cellphone.

In addition, Huangpu boasts a high-level of opening-up with the mutual recognition of intellectual property with Hong Kong and Macao as well as the cooperation with Singapore in IP, financial services and urban management.
