There will be a fitness activity center where residents of Lianhe sub-district and Guangzhou Science City can play basketball, badminton and table tennis, or study intangible cultural heritages such as the dragon dance and the lion dance.

Its public service center will accommodate a veteran service station, a residential community elderly care service department and a rehabilitation service center for the physically challenged.

In addition, the facility will also house branches from the district's cultural hall, library, and a theatre. An abundance of green areas will be accessible at a glass-made sightseeing platform in the annex building and a sunken plaza northeast of the facility.
