Measures to Enhance Green and Low-carbon Development in Guangzhou Huangpu District and Guangzhou Development District and Guangzhou High Tech Park

Article 1 [Goals] To implement the green development concept, boost the development of the regional circular economy, continuously improve the quality and efficiency of regional development and build an international ecological innovation city, Guangzhou's Huangpu district and Guangzhou Development District (GDD) formulate the measures in line with the Circular Economy Promotion Law of the People's Republic of China and Law of the People's Republic of China on Energy Conservation and other documents and the actual situation in the district.

Article 2 [Applicable scope] The measures is applicable to enterprises or institutions which have their industrial and commercial registration, taxation and statistics administration under the jurisdiction of Guangzhou's Huangpu district and GDD and zones entrusted by or governed by them (hereinafter referred to as the district), and are independent legal persons with a sound financial system and independent accounting while meeting the following conditions (unless otherwise specified in the measures):

(I) Abide by law in production, operation and management, well-equipped with all required legal permits, and have not been subject to any administrative penalty from the environmental protection authority within one year and have not committed any environment-related crime within three years;

(II) Have not been subject to any safe production administrative penalty caused by any violation of law with high social harm within one year and have not caused any major accident involving safe production liability within three years;

(III) Comply with relevant national, provincial, municipal and district credit management regulations;

(IV) Pass the annual responsibility assessment of energy conservation.

Article 3 [Green and low-carbon development support] To vigorously develop the green and low-carbon economy, qualified projects may enjoy support in line with the following provisions:

(I) Support circular economy and comprehensive utilization of resources.

1. Recycling projects and comprehensive resource utilization projects which feature "reduce, reuse and recycle" and meet the provisions of the Circular Economy Promotion Law of the People's Republic of China and Catalogue for Preferential Corporate Income Tax for Comprehensive Resource Utilization will enjoy a subsidy of 20 percent of the actual total investment (which refers to the investment of fixed assets excluding tax and mainly includes civil engineering and equipment purchase) of the project, not exceeding 2 million yuan ($307,600) per project.

2. The project investor shall declare according to the declaration notice of the development and reform department of the district, and the district development and reform department shall review and demonstrate the declared projects and include the projects that meet the subsidy conditions into the subsidy plan three months after the project is completed and put into use. The project investor shall apply to the district development and reform department for project acceptance, and subsidy funds will be allocated after the project acceptance is passed. The project review, demonstration and acceptance shall be carried out by a third-party evaluation institution entrusted by the development and reform department of the district. (II) Support energy conservation and carbon reduction.

For main energy consumers that are under national, provincial, municipal or district supervision, on the premise of completing the energy "double control" goal issued by the competent energy conservation department, those whose annual output in 2025 does not decrease compared with that in 2020 while the total annual comprehensive energy consumption decreases by more than 200 tons of standard coal, or those whose annual output in 2025 increases by more than 25 percent compared with that in 2020 while the energy consumption of 10,000 yuan output value decreases by more than 10 percent, will enjoy a subsidy of 500 yuan per ton of standard coal, not exceeding 10 million yuan. Main energy consumers shall apply for the subsidy after completing the energy "double control" goal issued by the competent energy conservation department. (Responsible department: development and reform bureau of the district)

Article 4 [Green brand application support] To vigorously support the application of green brands, support will be given in line with the following provisions:

(Ⅰ) A lump sum subsidy of 1 million yuan will be given to green factories, green parks and green supply chain management enterprises that are listed in the national green manufacturing demonstration projects, and the provision with higher subsidy shall prevail and the same subsidy shall not be granted in superposition. A lump sum subsidy of 100,000 will be given to green design products that are listed in the national green manufacturing demonstration projects, and the subsidy for each enterprise will not exceed 500,000 yuan. (Responsible department: industry and information technology bureau of the district)

(Ⅱ) A lump sum subsidy of 300,000 yuan will be given to enterprises which receive the title as national "Energy Efficiency Leaders" (Responsible department: development and reform bureau of the district, industry and information technology bureau of the district)

(III) Enterprises that implement cleaner production and pass review in line with the Measures for Cleaner Production, and have been recognized as an "outstanding cleaner production enterprise" will enjoy a subsidy of 150,000 yuan, and enterprises that have been recognized as "cleaner production enterprises" will enjoy a subsidy of 100,000 yuan. Enterprises that pass the simple procedure cleaner production review will enjoy a subsidy of 25,000 yuan. For those "cleaner production (outstanding) enterprises (including simple procedure)" who voluntarily start a new round of the cleaner production review upon expiry of the title, and those who are recognized as an "outstanding cleaner production enterprise" will be granted a subsidy of 50,000 yuan and 25,000 yuan for the "cleaner production enterprise". The subsidy will not be superposed for those passing both the municipal and provincial review. (Responsible department: industry and information technology bureau of the district)

Article 5 [Energy management support] To vigorously enhance energy management, support will be given in line with the following provisions:

(I) A lump subsidy of 60,000 yuan will be given to key energy-using organizations that overfulfill the annual energy-saving target responsibility assessment. (Responsible departments: development and reform bureau, industry and information technology bureau, housing and urban-rural development bureau and commerce bureau of the district)

(II) If the key energy-using organizations which are under supervision have entrusted a third-party institution to implement an energy audit and have passed the review of the relevant competent department, they will be given a lump sum subsidy of 50 percent of the actual expenses, which is up to 50,000 yuan. The mandatory energy audit required by relevant authorities is excepted. (Responsible departments: development and reform bureau, industry and information technology bureau, housing and urban-rural development bureau and commerce bureau of the district)

(III) If the energy-using organizations have entrusted a third-party institution to implement an energy management system certification and have passed the energy management system certification for the first time in accordance with GB/T 23331 standard for energy management system, a lump sum subsidy of 50 percent of the actual fees, up to 100,000 yuan will be given. (Responsible departments: development and reform bureau, industry and information technology bureau, housing and urban-rural development bureau and commerce bureau of the district)

(IV) Energy-using organizations will be supported to build an energy management information system to collect energy data of electric power and heat, realize data query and monitoring, reflect energy utilization situation, reasonably allocate energy, reduce energy consumption level, achieve auxiliary decision-making effect, and realize docking with the Guangzhou energy management and auxiliary decision-making platform. The district development and reform department will entrust a third party to organize experts to identify the level of the the energy management information system in accordance with the Standard for Identifying the Level of the Energy Management Information System of Main Energy Regulatory Organizations in Guangzhou. For the energy management information system identified as level A and level B, 200,000 yuan and 100,000 yuan will be subsidized respectively. If the energy management information system has passed the grade recognition of the municipal development and reform commission, the district development and reform department will not recognize it again, and the grade initially recognized by the municipal development and reform commission shall prevail. (Responsible department: development and reform bureau of the district)

(IV) Enterprises that have entrusted a qualified third-party organization to implement carbon emission assessment or greenhouse gas assessment and have obtained the carbon emission assessment report or greenhouse gas assessment statement or certificate, will be given a lump sum subsidy of 50 percent of the actual costs, not exceeding 50,000 yuan. (Responsible department: ecology and environment bureau of the district)

(V) Enterprises that have entrusted a qualified third-party to implement carbon emission reduction assessment and peak assessment and have obtained the verification report will enjoy a lump sum subsidy of 50,000 yuan. (Responsible department: ecology and environment bureau of the district)

(Ⅵ) Subsidies will be given to projects issued on carbon benefit platforms. According to the issued carbon reduction amount, each project will be subsidized 10 yuan per ton of carbon dioxide, not exceeding 100,000 yuan. (Responsible department: ecology and environment bureau of the district)

(Ⅶ) If rated as a provincial water-saving enterprise, water-saving institution (except public institutions) or water-saving residential community, and the annual water consumption in the previous year is less than 10,000 cubic meters, the founding organization will be given a subsidy of 10,000 yuan. If the annual water consumption in the previous year is more than 10,000 cubic meters, a subsidy of 20,000 yuan will be given to the founding organization. The founding organization of "water-saving residential community" should be the corresponding property management company. (Responsible department: water authority of the district)

Article 6 [New energy and renewable energy promotion and application support] Projects that promote the use of new energy and renewable energy will be supported in line with the following provisions:

(I) Investors of distributed photovoltaic power projects will be granted a subsidy, and the subsidy standard is 0.15 yuan per KWh [if the application Party (roof owners) is a non-public organization] or 0.3 yuan per KWh [if the application party (roof owners) is a public organization]. The subsidy for each project will last five years at most within the validity of the measures. The project investor shall apply for the subsidy after the project has been operated for more than six months after grid connection. (Responsible department: development and reform bureau of the district)

(II) Users (roof owners) that adopt the contracted energy management mode to build distributed photovoltaic power projects will be awarded according to the installed capacity at 0.2 yuan per watt. The subsidy per project will not exceed 2 million yuan. The users (roof owners) shall apply for the subsidy after the project has been operated for more than six months after grid connection. (Responsible department: development and reform bureau of the district)

(III) For the construction of charging facilities, a lump sum construction subsidy will be given to the project investor according to the rated output power of charging facilities, which will not exceed 1 million yuan for a single project.

1. Detailed support standards are as follow:

(1) Charging piles project: DC charging piles, AC and DC integrated charging piles and wireless charging facilities shall be subsidized at the standard of 200 yuan per kW; AC charging piles are subsidized at the standard rate of 60 yuan per kW.

(2) Power exchange facilities: the subsidy standard rate is 2,000 yuan per kW.

2. The project investor shall apply for funds after the project is connected to the intelligent management platform of charging facilities in Guangzhou and put into use. The project investor enjoying the subsidy shall make a written commitment that the infrastructure project subsidized in the current year will be operated for at least three years, and the total power of operation reaches the total power subsidized within three years. If the total power of actual operation does not reach the total power subsidized, the subsidy difference shall be refunded. The initial operation time is calculated from the connection to Guangzhou charging facility intelligent management platform (from the first month).

3. If the project investor withdraws from normal operation (except for suspension of business or bankruptcy) within the duration of three years, the subsidy funds shall be returned according to the following standards. Those who do not return the subsidy funds will not be eligible to apply for financial subsidies again:

(1) 100 percent of the subsidy fund shall be refunded if the project investor withdraws from normal operation within one year;

(2) 60 percent of the subsidy fund shall be refunded if the project investor withdraws from normal operation in the second year;

(3) 20 percent of the subsidy fund shall be refunded if the project investor withdraws from normal operation in the third year. (Responsible department:  bureau of industry and information technology of the district)

Article 7 [Fund superposition support] The investment organizations of comprehensive resources utilization projects, environmental pollution treatment projects, energy-saving industry projects, non-industrial comprehensive energy-saving and transformation demonstration projects invested by enterprises that are approved by national, provincial or municipal development and reform departments as well as district energy-saving transformation projects for public organizations invested by a financial fund within in the validity period, will enjoy a fund superposition support of 100 percent, 70 percent and 50 percent of the awards respectively, not exceeding 5 million yuan, 3 million yuan and 1 million yuan respectively. The total subsidies from the upper level and the district fiscal allocation shall not exceed the total self-collected amount of such projects and the part exceeding the self-collected amount will not be covered by the subsidy allocation standard.

For projects directly subsidized by the national, provincial and municipal development and reform departments, the investor shall submit supporting applications within one year after the completion evaluation or acceptance of the project. For post subsidy projects of national, provincial and municipal development and reform departments, the investor shall submit supporting applications within one year after having obtained the supporting funds. Article 8 [Environment optimization for green industry development support] It is encouraged to carry out activities related to green industry development in the region within the validity, and the support will be given in line with the following provisions:

(I) The development and reform bureau of the district shall conduct assessments according to performance indicators (formulated separately) for those legally registered industry associations that serve new energy industry in the district. These associations also need to meet the requirement that more than half of their registered members are enterprises who registered in the district and the activities carried out must be in accordance with the articles of associations. The assessment results are divided into four categories: excellent, good, qualified and unqualified. The industry associations assessed as excellent, good and qualified will be given subsidies of 300,000 yuan, 200,000 yuan and 100,000 yuan respectively. If it is assessed as unqualified, no subsidy shall be granted. (Responsible department: development and reform bureau of the district)

(II) Enterprises and institutions are encouraged to organize international and national summits, forums, innovation competitions and other activities in the field of new energy and green industry in the district. A subsidy of 30 percent of the actual expenditure for each activity will be given after the event is assessed, not exceeding 1 million yuan.

1. The applicant shall submit an activity proposal (including the theme of the activities or conferences, introduction of the organizer and co-organizer, and invitation letter) along with a budget statement for retention 30 working days before the activity.

2. For activities jointly organized by multiple qualified organizations, there should only be one applicant subject who is in charge of the declaration.

3. Within 10 working days after the activity is held, the applicants shall provide activity materials to the development and reform department of the district, and only when the materials are reviewed by the district development and reform department can they apply for activity subsidies. (Responsible department: development and reform bureau of the district)

Article 9 Projects that make great contribution to the regional development of the circular economy, energy saving and carbon reduction or those who have a profound impact on the green and low-carbon development of the district will enjoy main support from the district separately upon approval of the district government and the administrative committee. Subsidies shall be given directly right after the project is approved. The support amount shall be in line with the approval documents or meeting minutes of the district government, and shall be allocated according to the allocation procedures. The direct subsidy funds shall be used in accordance with the relevant national, provincial and municipal financial fund management regulations. Public bidding is necessary if they reach the bidding line. (Responsible department: development and reform Bureau, industry and information technology bureau, housing and urban-rural development bureau and commerce bureau of the district)

Article 10 The funds required by the measures shall be arranged by the Huangpu district government and Guangzhou development district administrative committee, and shall be incorporated into the annual budgets of the development and reform department, industry and information technology department, ecology and environment department, housing and urban-rural development bureau, commerce department, water authority and other related departments of the district. The responsible departments, finance and audit departments shall supervise and inspect the use and management of funds and evaluate their performance according to their respective functions.

Article 11 The policy listed in the Measures shall adopt the principle of "accepted by one department with internal process, integrated service within limited time" when it comes to fulfillment. Enterprises or institutions applying for the support funds of the measures shall apply at the policy cashing window of the district government service center within the time notified by the policy cashing window or within the time limit specified in the measures. Failure to apply within the time limit shall be deemed as automatic abandonment. The application process and materials required to be submitted by qualified enterprises or institutions shall be subject to the guidelines for handling the corresponding matters disclosed by relevant departments in the policy fulfillment system. The district policy research office is responsible for the review, tracking and supervision while each responsible department takes charge for the substantive review.

The development and reform bureau of the district is responsible for fulfilling Article 3, Article 4 (II) (non-industrial enterprises), Article 5 (I) to (IV) (according to the respective division of work), Article 6 (I) and (II), Article 7, Article 8 and Article 9 (according to the respective division of work); the industry and information technology bureau of the district is responsible for fulfilling items (I) and (III) of Article 4, item (II) of Article 4 (industrial enterprises), items (I) to (III) of Article 5 (according to the respective division of work), item (III) of Article 6 and Article 9 (according to the respective division of work); the ecology and environment bureau of the district is responsible for fulfilling items (IV) to (VI) of Article 4; the housing and urban-rural development bureau of the district and the commerce bureau of the district shall be responsible for fulfilling items (I) to (III) of Article 5 (according to the corresponding division of work) and Article 9 (according to the respective division of labor);  and the water authority of the district is responsible for fulfilling item (VII) of Article 4.

Article 12 For enterprises or institutions that meet the subsidies, grants and related conditions of the Measures, the relevant funds shall be directly allocated to the basic account of the enterprise or institution after the case has been reviewed by the relevant department according to the materials provided by the enterprise or institution. Unless otherwise indicated, all monetary units mentioned in the measures are calculated in RMB. The amounts involving "above" and "not exceeding" include the original amount. The amount of financial support is accurate to yuan (by rounding method).

"Within one year" in Article 2 of the Measures refers to the period from the previous fiscal year of the year in which the fund is applied to the fund application date, and "within three years" refers to the period from the first 3 fiscal years of the year in which the fund is applied to the fund application date.

Article 13 Enterprises or institutions applying for Article 4 and 5 should have obtained the relevant titles, certificates, reports, notices or replies within the validity of the Measures. The application for subsidies should be submitted within one year from the date the relevant titles, certificates, reports, notices or replies are obtained.

Article 14 Except otherwise stipulated, for any project or item that meets the provisions of the Measures and other supporting policies of the district concurrently (including the policies on supportive funds or budget to be offered by the district required by the superior authorities), the provision with a higher award shall prevail and the same awards shall not be granted in superposition.

The taxes involved shall be borne by the enterprise or institution. Enterprises or institutions in the region that have changed their name or spun off business do not belong to the support scope of the measures. Projects that have already been included in the original support plan shall be implemented according to the original plan.

Article 15 It is strictly prohibited for all kinds of intermediaries or individuals to illegally withhold, misappropriate, fraudulently obtain or falsely claim subsidy funds. Those who enjoy the support of the Measures must truthfully fill in the relevant information and sign the relevant statement of undertaking. If the support object violates the commitment, the support fund obtained shall be returned. If the support fund is returned voluntarily, its credit evaluation would not be affected. If the enterprise or institution does not take the initiative to return, fund distribution departments shall have the right to withdraw the distributed funds. The fund distribution departments of the district shall publicize the dishonest behaviors of enterprises or institutions in accordance with the law and put them in the credit files of enterprises or institutions, and shall not accept the application for subsidy funds of such enterprises or institutions within 3 years. If a crime is constituted, criminal responsibility shall be investigated according to law. If an enterprise or institution applying for support funds is listed as the object of national joint punishment for dishonesty, all fund distribution departments shall restrict the distribution of support funds before they complete credit repair and the withdraw from the list of objects of national joint punishment for dishonesty.

Article 16 The measures shall come into effect as of the date of printing and issuing, and shall remain valid for five years.
