Municipal 14th Five-Year Plan clarifies Huangpu development path

Guangzhou's 14th Five-Year Plan (2021-25) for National Economic and Social Development and "Vision 2035" was released on May 19, shedding light on the development path of Huangpu district over the next five years.

The document positions Huangpu as a pioneer for scientific and technological innovation, modern industry, and reform and opening-up, as well as a model for ecological civilization construction and modernization of grassroots social governance.

The district will forge complete industrial chains of new-type displays, automobiles, biomedicine and health, as well as integrated circuits, while pushing forward the development of advanced manufacturing, modern service and the digital economy.

A 300 billion yuan ($46.65 billion) new-generation information technology industrial cluster, two 200 billion yuan industrial clusters related to automobile manufacturing and new materials, and four 100 billion yuan industrial clusters related to green energy, biological technology, high-end equipment and health food will take shape.

Huangpu will feature a spatial development pattern of one bank (the coastal industrial belt of Guangzhou's second central business district), two axes (Chuangxin Avenue and Kaifang-Kaifa avenues), and three areas (China-Singapore Guangzhou Knowledge City, Guangzhou Science City and Huangpu Port).

A rapid passage will be built to connect CSGKC and Nansha Science City. Construction of a general aviation airport and the first phase of the Conghua-Huangpu Expressway are also on tap. Huangpu Port will accentuate its passenger transport, while Huangpu New Port will underscore cargo transport.
