Huangpu releases draft plan for socioeconomic development

A report on the draft plan of Guangzhou's Huangpu district for national economic and social development in 2021 was recently released.

Huangpu will push forward construction of thoroughfares such as the Kaida-Shihua North Passage, the Guangzhou-Shantou Highway and Pubei Road, as well as 14 supportive roads of key industrial parks. Construction of the rapid passage between Guangzhou Science City and China-Singapore Guangzhou Knowledge City, and Ningpu Avenue will be launched, while that of South Kaifang Avenue, North Chuangxin Avenue and Kefeng-Kelin Tunnel will be completed this year.

Expedition of the traffic flow along Kangchuang Avenue, Kaitai Avenue and the Guangzhou-Shantou Highway will be planned, and work on the Guangzhou-Zhanjiang Railway, the Conghua-Huangpu Expressway and the Zengcheng-Tianhe Expressway will move ahead. A number of smart bus terminals and waiting lounges will be built.

In addition, Huangpu will step up its efforts in epidemic prevention and control via strengthened inspection of imported cold chain food and accelerated drug and vaccine R&D and production.

The district will further improve in epidemic control system, emergency material storage and grassroots medical resource allocation. It intends to push forward reform of public hospital and medical institutions and explore a modern management system. A new service mode of "Internet + medical treatment" will be promoted.

Construction of seven hospitals including Nanfang Hospital in China-Singapore Guangzhou Knowledge City and of the second phase of Lingnan Hospital of the Third Affiliated Hospital of Sun Yat-sen University will pick up pace. Renovation of four hospitals including Luogang Red Cross Hospital and Guangzhou Development District Hospital will be accelerated. Three community health service centers will be built in the district.

Huangpu will be active in bringing in domestically and internationally renowned schools and teachers. Projects like the Affiliated School of South China Normal University and Guangzhou Experimental High School will be built to high standards. An additional 1,700 kindergarten students and 11,000 primary and secondary students will be enrolled.

In terms of consumption, Huangpu will foster eight high-end business circles, and bring in high-end business complexes, starred hotels and branded catering. It will cultivate new business modes like online medical treatment, schools and offices, and digital entertainment. Consumption of automobiles will be stabilized and construction of charging and hydrogenation refueling facilities will be pushed forward.
