Huangpu launches 4.0 edition of business environment reform

A press conference for the 4.0 business environment reform of Guangzhou's Huangpu district was held on March 24.

The district will launch 168 reform measures in 2021 to foster a "Huangpu Smile" business brand, with "Smile" standing for systematization, marketization, internationalization, legalization and efficient facilitation.

Difference indexes of the local business environment will be improved systematically, and will include business registration and operation, construction permit, electricity, water and gas use approval, credit, tax and cross-border trade.

Moreover, Huangpu will make better use of intellectual property rights, improve talents service and optimize the land supply to push forward marketization of the business environment.

In terms of internationalization, the district will bolster China-Singapore Guangzhou Knowledge City as a demonstration zone for opening-up and cooperation, match itself with international business rules, and improve foreign-related business service.

Eying a fair, transparent and law-based business environment, Huangpu will innovate ways of supervision, and enhance industrial supervision and IPR protection.

Last but not least, Huangpu will step up in efficiency facilitation by improving government services, pushing forward digital government construction, increasing policy support to enterprises, and serving the development of new industries and new business modes.
