Huangpu maps out next 5 to 15 years

The drafts of Huangpu's 14th Five-Year Plan (2021-25) for National Economic and Social Development and its "Vision 2035" have been approved at the ninth session of the 1st Huangpu District People's Congress.

Over the next five to 15 years, Huangpu will create a new development space that features one "bank" (the coastal industrial belt of Guangzhou's second central business district and the Guangzhou pilot zone for artificial intelligence and digital economy); two axes (Chuangxin Avenue and Kaifang-Kaifa Avenue); and three areas (China-Singapore Guangzhou Knowledge City, Guangzhou Science City and Huangpu Port).

In addition, the district will foster a strategic innovation cluster consisting of a laboratory led by renowned Chinese respiratory scientist Zhong Nanshan, a national technological innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area, three major scientific and technological developments, and multiple innovation platforms built jointly with renowned scientific research institutions.

Eyeing a modern industrial system with increased competitiveness, Huangpu will vigorously develop four emerging industries: new-type displays, automobiles, biomedicine and health, and integrated circuits. It will advance its 1 trillion yuan ($15 billion) manufacturing plan with scaled new-generation information technology, automobile manufacturing, new materials, green energy, biological technology, high-end equipment and healthy food industrial clusters. The development of its modern service sector will also be propelled.

To promote the construction of Guangdong-Hong Kong-Macao Greater Bay Area, Huangpu will promote integration with Hong Kong and Macao in livelihoods, infrastructure, industrial development and innovation. Economic cooperation with other Guangdong cities including Foshan and Dongguan will also be boosted.
