Beijing conference sheds light on CSGKC policies

The first policy interpretation conference of the Overall Development Plan of China-Singapore Guangzhou Knowledge City (CSGKC) (2020-2035) was held in Beijing on Nov 28.

Peng Sen, president of the China Society of Economic Reform, said that CSGKC should solve issues and problems in its development through market-oriented reform, which will promote the free flow and allocation of labor resources, human resources, and financial resources.

Kong Jingyuan, director general of the China Reform Foundation, noted that knowledge-intensive industries should adapt to the development requirements of the digital intelligence industry, the transformation of the consumer internet into the industrial Internet of Things (IoT), as well as the transition of traditional enterprise modes to a division of labor in industrial chains.

CSGKC should give full play to its role as a pioneer in reform and opening-up, undertaking new historical missions under the new "Dual Circulation" development patterns in which Chinese and foreign markets complement and reinforce each other, with the domestic market as the mainstay, said Jia Kang, president of the China Academy of New Supply-side Economics.

Cai Lili, professor at the China Academy of Urban Planning & Design, said that CSGKC should take part in the construction of the Guangzhou-Shenzhen-Hong Kong-Macao Scientific and Technological Innovation Corridor. It should also aspire to lead in technological innovation, high-end manufacturing, as well as scientific and technological services to become a significant innovation hub in the Guangdong-Hong Kong-Macao Greater Bay Area.

Chang Xinghua, deputy head of the Institute of Social Development Research of the National Development and Reform Commission, noted that CSGKC should bring in national major scientific and technological resources, ramp up cooperation with Beijing and Shanghai, as well as draw upon the intellectual property system of Hong Kong.
