The State Council approved a 15-year plan for the development of China-Singapore Guangzhou Knowledge City, jointly presented by the Guangdong provincial government and the Ministry of Commerce, and pressed for sound implementation.
Centering on supply-side structural reform, implementation of the plan should beef up high-quality development, attract knowledge-based and international innovative talent, promote a knowledge-based economy, step up opening-up and international cooperation, and better serve the development of construction along the Belt and Road and the Guangdong-Hong Kong-Macao Greater Bay Area.
The Guangdong government should strengthen its leadership during the construction. Combined with the current national territory development plan, the 15-year plan called for timely formulation of a detailed implementation outline with clear lines of responsibility drawn for all stakeholders.
Significant matters, policies, and projects that the plan touches upon should be reported for approvals as stipulated.
Concerned departments and units of the State Council should, based on their specialization, offer active support in terms of project arrangement, policy implementation, system, and mechanism innovation, and jointly solve difficulties and problems that emerge during the construction of the knowledge city.
The Ministry of Commerce should reinforce follow-up analysis and guide for the implementation of the plan, study new cases, address any new problems, and continue to draw lessons. The ministry should report major problems to the State Council.
