Updated : 2020-08-20

The supporting measures for the second version of Huangpu's talent attraction policy, itself launched in May, were released on Aug 18.

The document details specific measures in 10 areas, such as accreditation for high-caliber talents, support for innovation and entrepreneurship teams, rewards for high-level talents in basic education, bonus for skilled medical workers as well as a talent management service.

Top-level talents accredited by the district will be able to get a subsidy of 80 percent of the amount of money used for purchasing houses. The subsidy is up to 5 million yuan ($722,233.11) and will be issued, on average, over five consecutive years.

Leading medical talents are able to get an allowance of 300,000 yuan and a monthly working subsidy of 3,000 yuan for three years.

Medical teams introduced to Huangpu can get financial support of up to 3 million yuan for teambuilding actions such as carrying out scientific research and attracting talents.

Those accredited as Huangpu Craftsman can get a bonus of up to 300,000 yuan according to their levels and the bonus will be rewarded over two years in equal distribution.

At present, Huangpu has clustered 22 listed talent companies, accounting for nearly a half of the total listed companies in the district. It has introduced more than 200 national major high-end talent projects and 40 innovative platforms such as new research and development institutions at provincial-level or above.

By the end of July this year, a total of 1,004 high-caliber talents in Huangpu had been selected into talent projects at national, provincial, municipal or district level. It has also attracted 71 academicians, ranking top among all districts in Guangzhou and in the forefront in Guangdong province.
