A harbor base for agriculture named after Yuan Longping, known as the "father of hybrid rice," in Huangpu's Changzhou Island has started construction on June 3.

Located near the site of the Huangpu Military Academy, the harbor base is expected to be put into operation in 2023.

It will attract and cluster pioneering research and development resources in agricultural technology from both home and abroad, as well as establish a new system with high efficiency for technological R&D, incubation, industrial transformation, as well as marketization to turn the base into a world-leading hub for agricultural technology R&D.

Agreements were signed between Huangpu district and South China Agricultural University to set up an innovative research institute in the harbor base, which will establish an innovative platform integrating scientific research, technological innovation, outcomes transformation, and company incubation for the whole country.

Another innovative research institute will be jointly built by Huangpu and Hunan Agricultural University in the future.

A set of industrial supporting projects will also be built, such as office buildings and agriculture themed museums.
