Huangpu government work report released

The eighth session of Huangpu's first people's congress commenced on May 27 and 211 deputies attended the meeting.

Chen Yong, head of Huangpu district, delivered the district government work report for 2019, noting that the district has gained great momentum in its high quality development.

Huangpu has achieved a gross regional domestic product of 350.2 billion yuan ($49.11 billion) in 2019, with a record year-on-year growth of 8.6 percent.

Its total industrial output value above scale amounted to 793.6 billion yuan, while its fixed-asset investment grew by 20.1 percent to 139.8 billion yuan, both ranking first in Guangzhou.

The gross merchandise volume increased to 890 billion yuan by 38 percent, the highest growth rate in the past decade.

In addition, Huangpu boasted the highest import and export volumes in 2019 in Guangzhou, reaching 160.1 billion yuan and 128.5 billion yuan respectively. It also topped the city in foreign investment in actual use, reaching $2.28 billion.

The tax revenue of Huangpu in 2019 also climbed by 11 percent to 116.8 billion yuan, exceeding over 100 million yuan for three consecutive years. 

The district has also ranked first among all development districts in China in seven factors, including gross regional domestic product and foreign investment in actual use.

Through the industrial policies launched by the district in areas like 5G and industrial internet, Huangpu has ranked first in the business environment index among all development districts in China last year, winning the UN Investment Promotion Award (IPA) in 2019.

The ratio of high-tech companies in Huangpu to all local companies has increased by 12 percentage points in 2019 and 275 service companies above designated size were newly set up. The output value of five strategic emerging industries in Huangpu has reached 383.3 billion yuan, up 8.6 percent year-on-year.

The district has introudced a total of 164 major high-quality projects in 2019, involving an overall investment of more than 300 billion yuan, of which 12 had an industrial output of over 10 million yuan.

Great achievements have been made by the district as it has won six State Science and Technology Awards last year, up 50 percent year-on-year. A total of 21 China Patent Awards went to Huangpu in 2019, accounting for nearly half of the total number in Guangzhou, including one gold award.

It has devoted efforts to cultivating three world-class industrial clusters for the new generation of information technology, artificial intelligence, and biomedicine.

The urban environment has been greatly improved, as a total of 41 roads have finished renovations, 12 major roads have been built, the Guangzhou Metro Line 21 has started operation, and the tram line 1 has started trial operation.

A total of 2,500 5G base stations were built in Huangpu, allowing major areas in the district to be covered by 5G networks.

Improving local people's livelihoods has also been a hot topic as the district was selected as one of the happiest cities at the county-level in China in 2019.

Huangpu has built five public primary schools and middle schools, creating more than 7,000 places for students. In addition, eight kindergartens were built in the district, expecting to benefit over 2,300 children.
