Policies on talents, IP released after revision

Guangzhou's Huangpu district released two policies, each on talent attraction and intellectual property protection, on May 12 and the policies will be effective for three years from May 17.

The two policies are the revised versions of two documents that have been launched in May 2017, of which 14 original items were preserved and 13 new items were added to the latest version. Seven of the original items have seen an increase in the subsidy amount.

It is expected that the two policies can significantly stimulate innovation and entrepreneurship in Huangpu, boosting the high quality development of the district.

The policy on attracting talents has focused on the talent needs in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and has emphasized the importance of supporting professional talents in areas like technology, finance, and IP. 

The policy has offered more support for talents carrying out basic research and applied basic research.

A housing subsidy of up to 5 million yuan ($705,091.48) is available for high-caliber talents, as well as an income reward of up to 5 million yuan.

A professional talent service team will be set up in Huangpu to offer various kinds of services spanning project application, children's education, medical service, and product promotion for talents, as well as setting up talent service stations in areas like Guangzhou International Bio Island and China-Singapore Guangzhou Knowledge City (CSGKC).

The policy on IP has allowed overseas IP service institutions settling down in CSGKC and carrying out normal operation to apply for rewards listed in the documents for the first time, aiming to push forward international communication and cooperation in IP.

Institutions meeting the aforementioned requirements renting offices can receive a subsidy of 50 percent of its actual rent for up to three years.
