Detailed Rules for the Management of Newly Built or Renovated Maker Spaces and the Introduction of International Maker Laboratory Funding Projects (S.K.K.G.Z. [ 2019 ] No.1 Document)

Article 1 In order to regulate newly built or renovated maker spaces and the introduction of international maker laboratory funding projects in Huangpu District, the Guangzhou Development District and the districts under its jurisdiction (hereinafter collectively referred to as the District), formulate these detained rules in accordance with the relevant provisions of the Measures for the Identification and Support of Maker Spaces in Guangzhou Development District and Huangpu District (S.K.G.B [ 2016 ] No.31 Document) and in combination with the actual situation of the District.

Article 2 Project funding is in the form of "approving and subsidizing afterwards". The funds required to implement these rules are included in District Science and Technology Development Funds.

Article 3 The funds are mainly used to support the development of maker spaces and to provide makers with software and hardware resources such as R&D sites and equipment, so that they can carry out activities such as creative idea sharing, resource coordination and entrepreneurship counseling. Each year, the District Science and Technology Department shall choose no more than three exemplary themes, and support one maker space project for each theme. The grant for each project shall not exceed 5 million yuan and shall not exceed 50 percent of the project construction expenses. After project funds are approved by the District Government and the Administrative Committee, the District Science and Technology Department will appropriate funds in one lump sum. The use of funds shall conform to the relevant national, provincial, municipal and District scientific and technological funds management measures.

Article 4 Funded projects shall meet the following basic conditions:
(a) Applicant units shall be enterprises and public institutions or other institutions that are registered in the District, are licensed in tax departments of the District, operate in the District, have a sound financial system and implement independent accounting;

(b) Applicant units shall have the capacity to complete the project, and have a sound scientific research management system, an intellectual property management system and a financial management system;

(c) Applicant units must not have had bad credit records in the application and implementation of national, provincial, municipal and District science and technology projects in the past three years;

(d) Applicant units shall, in accordance with the relevant provisions, submit science and technology statistics reports;

(e) Applicant units shall be those with self-raised funds that are able to raise all the project funds by themselves and have the ability to bear the economic losses caused by failure of the project; "self-raised funds" refers to the self-owned funds used for the construction of the project and excludes project funding from governments at all levels;

(f) The projects applying for funds shall have distinct themes and be exemplary, and shall conform to the stipulations of the annual application guidelines on key demonstration subjects and targets of support.

(g) The paid-in registered capital of applicant units shall be no less than 5 million yuan;

(h) The floor area of maker spaces at applicant units' disposal shall be no less than 1,000 square meters;

(i) The project shall be completed in two years;

(j) The application project must be completed;

(k) Applicant units shall be maker spaces authenticated by Huangpu District and Guangzhou Development District (excluding pilot projects).

If applicant units meet one of the following circumstances, they shall not apply:

(a) The project applying for funds is an approved national, provincial and municipal science and technology project;

(b) Applicant units didn't accept district independent project within the prescribed time;

(c) If the person in charge of the project controls other ongoing projects and has applied for other projects in the current year, and the number of all projects is more than one, or if the project leaders (the top 3 members of the project team) control other ongoing projects and have applied for other projects in the current year, and the number of all projects is more than two;

(d) Applicant units which are disqualified from application of the District Science and Technology Development Fund in violation of the relevant provisions

Article 5 The District Science and Technology Department shall prepare a project application guideline every year and accept project approval and application. Applicant units shall submit the following application materials:

(a) Science and Technology Plan Project Application Form of Huangpu District and Guangzhou Development District;

(b) A copy of a business license, a copy of the national tax registration certificate, a copy of the local tax registration certificate, or a copy of the unified business license and the unified social credit code;

(c) Site certification materials;

(d) Proof of investments made in the construction of maker spaces;

(e) Certification materials for the operation team;

(f) A list of maker projects to be settled in, a list of the enterprises transformed from maker projects, and supporting materials;

(g) The management plan and relevant systems for the operation of maker spaces;

(h) Services provided by maker spaces such as public platforms, entrepreneurship counseling, Angel investment, and supporting materials.

Article 6 After the materials are approved, the District Science and Technology Department shall entrust experts from science and technology service organization to review them. According to the following review indicators, experts will rate and review the projects applying for funds, and rank the projects according to the total score:

(a) Qualification of applicant units, accounting for 10 percent;

(2) Qualification of project leader and service team, accounting for 10 percent;

(3) Condition of service infrastructure, accounting for 15 percent;

(4) Rationality of capital investment and use, accounting for 15 percent;

(5) Whether the project is exemplary, and whether the operation mode is innovative, accounting for 30 percent;

(6) The achievements and economic and social benefits of the project, accounting for 20 percent.

Article 7 Results of expert review will be submitted to the District Science and Technology Department who will approve one project for each theme based on the results. The approved projects will be publicized on the portal website of the department for five working days. Any project without objection or without established objection will be submitted to the District Government and the Administrative Committee for examination and approval.

Article 8 After the District Government and the Administrative Committee approve the project, the District Science and Technology Department shall issue a notice of appropriation. The applicant unit shall submit the application materials for appropriation to the District Policy Implementation Window within three months from the date of receipt of the notice of appropriation, and the overdue application shall be deemed as giving up the project grant.

Article 9 The Guangzhou Torch Hi-tech Innovation Center is entrusted by the District Science and Technology Department to take charge of the determination of the project review organization, the review of application materials for appropriation and other related affairs in these rules. Fees for organizing expert review and other expenses shall be included in the District Science and Technology Development Funds.

Article 10 These rules shall come into force from the date of promulgation and shall be valid until March 9, 2021. If the validity period expires or the relevant laws and policies change, these rules will be evaluated and revised according to the implementation. The original Detailed Rules for the Management of Newly Built or Renovated Maker Space and the Introduction of International Maker Laboratory Funding Projects in Huangpu District and Guangzhou Development District (S.K.K [ 2017 ] No.5 Document) shall be abolished at the same time.
