Efforts at International SciTech Innovation Platform

Based on requirements of emerging industries such as IAB and NEM, the overseas technology innovation platform of the Guangzhou Development District (GDD) has been strengthened on all fronts. The platform will gradually include over 10 overseas SciTech innovation centers, each called a GDD (high-tech) Overseas Technology Innovation Center, in innovative resources-intensive countries and regions like the Silicon Valley, Boston, Canada, Germany, Britain, France, Northern Europe, Australia, Israel, Japan, Singapore, and Hong Kong.

International advanced technology R&D institutions and platforms have been introduced to grow innovation in the district and accelerate the transformation and innovation of technical achievements of the organization in the GDD like the Guangdong laboratories of regenerative medicine and health, the Sino-Singapore International Joint Research Institute , the Guangdong-Hong Kong-Macau Center for Youth's Innovation held in Tsinghua University, the Guangzhou Sino-Israel Bio-industry Investment Fund and Incubation Base, the Sino-UK Biotech Bridge, and the China-Russia International Platform for Investment and Financing. They are conducive to introducing foreign top teams through the research institute for personnel training, speeding up the application of globally advanced and mature technologies and products, and exploring new mechanisms for SciTech innovation. 

To make sure international conferences such as the Guanzhou International Biological Forum go smoothly, the GDD has a leading responsibility for the annual forum and to encourage representatives from the government-industry-university-research integrated circle to offer advice on the growth of the biomedical industry in Guangzhou and the GDD, in line with the instructions of the Guangzhou Municipal Party Committee and Municipal Government. The international influence of the Guanzhou International Biological Forum and the aggregation of various innovative resources like the international bio-industry are about to be intensified step by step. 

International SciTech cooperation projects need to be furthered. In order to eliminate key technical bottlenecks in the growth of industries like IAB and NEM and to fill the domestic gap in this respect in the GDD, enterprises and public institutions in the GDD which participate in global cooperation projects prioritized by the management committee and the district government and are approved by the state shall be funded by a SciTech-related grant, according to the relevant provisions of the Measures for the Funds of Development of Guangdong Development District (Huangpu district) Science and Technology. 

Exchanges about international cooperation should be intensified at each level and across each field. Representatives from the Lyon area, Cuban Biopharmaceutical Group, the Hong Kong SciTech talent exchange group, the national venture capital fund of Tatarstan and other bodies have been visiting the GDD since 2018.
