Patent Examination Cooperation Guangdong Center of the Patent Office is affiliated with the National Intellectual Property Administration (CNIPA) that is engaged in substantial examination of invention patent applications, international search and international preliminary examination of PCT international applications, the provision of technical and legal consulting services for enterprises in patent application and protection. The Center is the second center after that of Beijing, which is responsible for patent examination, technical and legal consulting services. The Center is also conducive to the development of local intellectual property services, to the creation, application, protection, and management of intellectual property, and to the acceleration of regional industrial transformation and upgrade.

The Center since the founding has been optimizing the organizational structure and talent teams with 1,500 current employees, of which over 90 percent of examiners are postgraduates. The Center, therefore, emphasizes a unique system of talent development to guarantee qualified persons for high-quality patent examination and high-standard innovation services. As the key of the patent application process, the substantial examination of inventions and patents is also the core business of the Center, covering sevsen major fields of machinery, electricity, communication, medicine, chemistry, optoelectronics and materials. By the end of 2017, the Center has completed and concluded 535,000 patent examinations, of which 150,600 were finished in 2017, accounting for about 20 percent of that in China. To ensure the reasonable authorization and rejection in an objective and fair manner, the Center has been perfecting the management system, the approval process, talents teams, and the cycle and quality of examination.

The resident office of the Center in the Sino-Singapore Guangzhou Knowledge City has been completed, with the total area of 100 mu (66,650 sq m), including an underground area of 35,000 sq m and a ground area of 83,000 sq m.
